The commune-level People's Committee is responsible for nominating at least 3 people per unit. Other agencies, organizations, and individuals can nominate or self-nominate, without limiting the number, based on actual needs and the number of mediators who have been appointed before.

After receiving the dossier, the commune-level People's Committee has 5 working days to review, summarize and report to the Department of Home Affairs.
In the next 10 working days, the Department of Home Affairs appraises and makes a list to submit to the Chairman of the Provincial People's Committee for consideration and decision. The appointment is carried out within 5 working days, with a maximum term of 5 years.
The list of mediators will be publicized on the electronic information portal and mass media, creating favorable conditions for employees and employers to contact when necessary.
Labor conciliators are entitled to a level of compensation equal to 5% of the average monthly minimum wage of the regions for each day of task performance; conditions are created for working time, work expenses, participation in professional training and consideration for commendation according to regulations.
The Provincial People's Committee assigns the Department of Home Affairs to preside over the implementation, appraisal of dossiers and advise on appointments; press and media agencies coordinate propaganda. Commune-level People's Committees are responsible for posting, receiving dossiers and managing mediators according to decentralization.
