The Resolution regulating the fee collection for granting work permits to foreigners working in Vietnam, applied in Quang Ninh province for the period 20262030, is expected to be considered and approved by the People's Council of Quang Ninh province at the upcoming session.
Accordingly, the fee for reissuing and renewing labor licenses for foreigners working in Quang Ninh in the period of 2026-2030 is 0 VND/license. This proposal aims to help businesses save costs, remove difficulties in procedures, and at the same time create more favorable conditions for the use of foreign labor in production and business activities.
Quang Ninh is applying the following fees for reissuing and extending labor licenses for foreigners:
If the employer submits the application directly to the Provincial Public Administration Service Center: the fee for new issuance is 480,000 VND/license, re-issuance or extension is 360,000 VND/license.
If performing the procedure through online public services: the fee for new issuance is 240,000 VND/license, re-issuance or extension is 180,000 VND/license.
There are currently about 320 enterprises employing foreign workers in Quang Ninh province.
From 2017 to September 2025, the whole province of Quang Ninh has issued 14,686 labor licenses to foreigners, collecting 5,265,973,408 VND in fees. Each year, Quang Ninh grants an average of 1,600 licenses, equivalent to a fee of about 580 million VND. All of this revenue is paid into the state budget to serve local management work.
