Article 21 of Decree 170/2025/ND-CP (effective from July 1, 2025) stipulates the arrangement and assignment of work to civil servants as follows:
- The head of the agency employing civil servants is responsible for arranging, assigning work, inspecting the performance of civil servants' duties, ensuring the necessary conditions for civil servants to perform their duties and implement the regimes and policies for civil servants.
- The arrangement and assignment of work to civil servants must ensure consistency between the authority and tasks assigned with the title, position and job position.
- Civil servants are responsible before the law for performing their duties and public services; civil servants holding leadership positions must also be responsible for performing the duties and public services of civil servants under their management authority according to the provisions of law.
- Civil servants are assigned to work in positions that must periodically change their job positions according to the provisions of law.
