In order to implement Conclusion No. 195-KL/TW on the situation and results of the operation of the apparatus of the political system and local governments at both levels, the Government Steering Committee requests ministries, branches and localities to urgently complete the payment of policies and regimes for cases that have had a decision to retire according to Decree 178 before October 15, 2025.
According to the guidance of the Ministry of Finance in Official Dispatch 15041/BTC-KTN, ministries, branches and localities need to urgently complete the payment of policies and regimes before October 15, 2025 for subjects retiring early or quitting their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP approved by competent authorities before August 31, 2025 but have not yet been paid.
For subjects who retire early or quit their jobs as prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP at ministries, ministerial-level agencies, and agencies under the Government; other central agencies that have been approved by competent authorities before August 31, 2025 and have not yet had a source of payment, it is recommended that these agencies urgently review and propose the remaining funding, and send it to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities to supplement funding according to the provisions of law.
For subjects who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP approved by competent authorities in the locality before August 31, 2025, localities proactively use local budget sources and central budget sources that have been supported (if any) to pay according to regulations.
In case of lack of resources, it is recommended that localities send a report to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for consideration and decision on additional funding according to the provisions of law.
Ministries, ministerial-level agencies, agencies under the Government; other central agencies; People's Committees of provinces and centrally run cities are responsible for directing financial agencies and budget-using units to urgently arrange sufficient estimates and complete procedures according to regulations to send to the State Treasury for payment and payment to ensure completion before October 15, 2025.
While waiting for competent authorities to supplement funding, agencies and units should proactively use the assigned budget to promptly pay the regime and policies to the subjects as prescribed in Point d, Clause 1, Article 5 of Circular No. 07/2025/TT-BTC dated January 24, 2025 of the Ministry of Finance.
During the implementation process, in case of recording difficulties and problems beyond their authority, it is recommended that ministries, ministerial-level agencies, agencies under the Government; other agencies at the central level; People's Committees of provinces and centrally run cities promptly report to the Ministry of Finance and the Ministry of Home Affairs for coordination and resolution.
In addition, report to competent authorities according to regulations on the results of payment of policies and regimes to the Steering Committee (through the Ministry of Home Affairs and the Ministry of Finance) no later than 4:00 p.m. on October 14, 2025 for synthesis and reporting to competent authorities according to regulations.
After the above deadline, if the Steering Committee does not receive reports from ministries, departments, branches and localities, ministries, departments, branches and localities must be responsible to the Politburo and the Secretariat for the results of the implementation of tasks of agencies, organizations and units under their management.
