Circular 03/2025/TT-VPCP (effective from September 15, 2025) stipulates that personnel are assigned to work at the one-stop department at the commune level as follows:
Based on the personnel proposal of the Commune-level Professional Departments or provincial-level agencies and units with branches located in the local area, the Commune-level Public Administration Service Center will synthesize and submit to the Center Director for approval of the list of personnel or personnel changes sent to work at the Commune-level Public Administration Service Center. The personnel plan includes a list of official personnel, reserve personnel, specific tasks, and expected dispatch time.
The assignment and arrangement of employees at the Commune-level Public Administration Service Center is based on the staffing quota assigned by competent authorities, actual needs and characteristics of the locality and regulations on signing service provision contracts according to Decree 118/2025/ND-CP and signing labor contracts according to Decree 173/2025/ND-CP dated June 30, 2025 of the Government on contracts for performing duties of civil servants. The development and approval of job positions and determination of civil servant and public employee positions shall comply with the provisions of law.
