On September 15, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) issued guidelines on organizing propaganda on the Vietnam Fatherland Front Congresses at the provincial and commune levels and the National Congress of the Vietnam Fatherland Front, term 2026 - 2031.
According to the instructions, the Front Congresses at all levels and the National Congress of the Vietnam Fatherland Front for the 2026 - 2031 term will conduct an assessment of the results of the past term's activities, develop directions, tasks, and action programs for the new term and contribute opinions to the draft documents of the Front Congress at the direct superior level with the following contents and work:
The National Congress of the Vietnam Fatherland Front for the 2026 - 2031 term ensures the comprehensive leadership and direction of the Party and directly and regularly the Politburo and the Secretariat, clearly demonstrating the core role of the Vietnam Fatherland Front in building and consolidating the great national unity bloc.
The Congress must fully and honestly reflect the will, aspirations and voices of all classes of people and member organizations in the great national unity bloc; create high consensus and unity in the entire system of the Vietnam Fatherland Front. Through the Congress, it demonstrated high political determination in innovating the content and methods of operation, creativity in working methods, breakthroughs in thinking and action, contributing to enhancing the role and position of the Vietnam Fatherland Front in the political system and social life.
The content, program and documents submitted to the Congress must ensure scientificity, closely following the Party's guidelines and policies, the State's policies and laws and the country's practical situation. Documents submitted to the Congress need to be discussed carefully, and widely consulted in the Front system, socio-political organizations, member organizations and people of all walks of life. Promoting the intelligence and responsibility of socio-political organizations, member organizations, members of the Vietnam Fatherland Front Committees at all levels and from all walks of life, contributing to creating strong changes in the awareness and action of the Front system at all levels in the new era.
The personnel work of the Vietnam Fatherland Front Committee for the new term must comply with the regulations of the Party and State, the Charter of the Vietnam Fatherland Front, synchronously and in line with the reorganization of the Vietnam Fatherland Front according to the new model.
Delegates attending the National Congress of the Vietnam Fatherland Front must be exemplary in quality, intelligence, prestige, represent all classes of people, have a sense of responsibility, and the ability to contribute to the development of documents and working directions of the Front for the new term.
The preparation and organization of the Congress must ensure inheritance and innovation. The preparation and organization of the National Congress of the Vietnam Fatherland Front for the 2026 - 2031 term must ensure solemnity, practicality, effectiveness, progress, safety, and economy in accordance with Party regulations, State laws, and Charter of the Vietnam Fatherland Front.
According to the instructions, propaganda work before, during and after the Congresses of the Vietnam Fatherland Front at all levels must be carefully prepared, ensuring solemnity, practicality, progress, economy, effectiveness, and compliance with Party regulations, State laws, and the Charter of the Vietnam Fatherland Front.
In addition, the propaganda content closely follows the directives of the Central Executive Committee, the Politburo, the Secretariat, the Party Committee and the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

Still following the instructions, the Congress of the Vietnam Fatherland Front will be held after the Party Congresses at the same level; the commune level will complete before October 31, 2025; the provincial level will complete before December 31, 2025. The Congress of socio-political organizations will take place right after the Congress of the Vietnam Fatherland Front at the same level.
The National Congress of the Vietnam Fatherland Front for the 2026-2031 term will be completed in May 2026; The National Congress of socio-political organizations will be completed in June 2026.
