Article 26 of Resolution No. 104/2025/UBTVQH15 stipulates the scope and areas of responsibility of the Committees of the People's Councils at the commune level as follows:
Based on specific local conditions, the People's Council and the Standing Committee of the People's Council assign the scope and areas of responsibility of the People's Council Committees to ensure the covering of the tasks and powers of the People's Council and the Standing Committee of the People's Council according to the provisions of law.
The People's Council and the Standing Committee of the People's Council can refer to the scope of assigned responsibilities of the departments in the following direction:
1. The Economic - Budget Committee of the People's Council is in charge of the following areas: Planning, urban planning, development of technical infrastructure and social infrastructure in the area, planning, investment, finance, budget, linkage and cooperation between administrative units; land, resources, environment, agriculture, forestry, fishery, industry, trade, services, tourism, construction and transportation in the locality;
2. The Culture - Social Affairs Committee of the People's Council is in charge of the following areas: Organizing and ensuring the implementation of the Constitution and laws; organizing the apparatus and building the government; education, health, culture, society, physical education, sports; science, technology, information, innovation, digital transformation; national defense, security, ethnicity and religion in the locality.
