The stated task is to reduce at least 5% of the number of civil servants and at least 10% of the number of career payrolls receiving salaries from the state budget by 2026, in conjunction with restructuring and improving the quality of the team of civil servants and public employees; overcoming the situation of reducing mechanical payrolls, leveling, ensuring the arrangement of payrolls in accordance with each type, model of organizational apparatus and each locality.
Regarding the results of the assigning of positions for the period 2022-2026, the number of civil servant positions assigned decreased by 5,381 positions, equivalent to a decrease of 5.03% compared to 2021, equal to the number approved by the Politburo.
The Ministry of Home Affairs has assessed the number of public service positions receiving salaries from the state budget in public service units that have not yet guaranteed regular expenditures in 29 ministries and branches in the period of 2022-2026, reducing 18,119 positions, equivalent to a reduction of 15.17% compared to the number of positions assigned in 2021, higher than the target of reducing 10% as required by the Politburo.
Regarding the results, the number of civil servants and public employees whose staff reduction policies have been resolved according to the Government's regulations in ministries, branches and localities in the period of 2015-2024 is 95,954 people.
Regarding the number of civil servants and public employees reduced due to the implementation of the organizational arrangement of the political system, as of September 28, 2025, the whole country has 142,746 people with decisions to retire to enjoy the regime and policies according to Decree 178/2024/ND-CP.
In the coming time, the Government will direct ministries, branches and localities to continue to strictly implement the Party's policies and regulations in Conclusion No. 28-KL/TW dated February 21, 2022, Conclusion No. 40-KL/TW and Regulation No. 70-QD/TW dated July 18, 2022 and legal regulations; ensure the completion of the staff streamlining target by the end of 2026 approved by the Politburo in Decision No. 73-QD/TW dated July 18, 2022.
Accordingly, ministries, branches and localities focus on implementing tasks and solutions in Decision No. 1046/QD-TTg dated September 6, 2022 of the Prime Minister. Enhance the responsibility of ministries, branches and agencies in recruiting, managing and using payroll in accordance with assigned payroll targets.
Ministries, branches and localities continue to review and reorganize the apparatus according to the policies of the Party and the Government in conjunction with streamlining the payroll and restructuring the team to ensure streamlining, efficiency, effectiveness and efficiency.
Ministries, branches and localities will promote the implementation of solutions to innovate the mechanism of resource allocation, management of state budget allocation according to estimates to payment by ordering and assigning tasks associated with improving the quality of education nationwide.
Ministries and branches urgently complete and issue circulars guiding the number of people working in public service units under the sectors and fields assigned to management.
Localities promote the autonomy mechanism associated with restructuring the number of employees in the direction of reducing the number of employees receiving budget salaries and increasing the number of employees receiving salaries from career revenue in accordance with the level of financial autonomy.
The streamlining of staff will continue to be implemented in the coming time. However, on the basis of meeting the requirements of the task, the Government proposed to terminate the effectiveness of this task.
