Professional title standards for senior researcher grade I
The Minister of Science and Technology issued Circular 11/2024/TT-BKHCN dated December 30, 2024 stipulating codes and standards for professional titles of civil servants specializing in science and technology; standards and conditions for considering promotion of professional titles of civil servants specializing in science and technology.
The Circular takes effect from February 15, 2025. The Circular specifically stipulates the professional title standards of senior research staff, grade I, in terms of training and development qualifications; professional and technical competence.
In addition, the regulation stipulates that officials promoted from principal researcher (grade II) to senior researcher (grade I) must have held the title of principal researcher (grade II) or equivalent for at least 06 years. In case of having an equivalent period, they must have held the title of principal researcher (grade II) for at least 01 year (12 cumulative months) by the deadline for submitting the application for promotion.
List of job positions that must be periodically rotated for civil servants and public employees directly in contact with and handling work in the field of Industry and Trade in the locality
The Minister of Industry and Trade issued Circular 41/2024/TT-BCT dated December 30, 2024, stipulating the list and period of periodic job transfer for civil servants and public employees directly involved in and handling work in the field of Industry and Trade at the local level, effective from February 21, 2025.
This Circular stipulates the list and time limit for periodic job transfers at agencies, organizations, and public service units in the field of Industry and Trade at People's Committees at all levels.
This Circular applies to civil servants not holding leadership or management positions and officials directly involved in and handling work in the field of Industry and Trade at the local level.
Accordingly, the list of job positions in the field of Industry and Trade that must be periodically converted includes granting licenses related to import and export, trade services; granting licenses related to ensuring safety standards in production and business.
The period for periodic job transfer for civil servants and public employees directly involved in and handling work as prescribed in the circular is from 3 to 5 years.
The time to calculate the period of job transfer is the time when there is a document on transfer, arrangement, and assignment of tasks from the competent authority according to the decentralization of staff management.
