Circular 11/2024/TT-BXD stipulates codes, standards for professional titles; standards and conditions for considering promotion of professional titles of civil servants specializing in construction. Circular 11/2024/TT-BXD officially takes effect from February 5, 2025.
Accordingly, Article 12 of Circular 11/2024/TT-BXD stipulates the general standards and conditions for considering promotion of professional titles as follows:
Meet the standards and conditions specified in Clause 16, Article 1 of Decree 85/2023/ND-CP.
Meet the professional title standards of specialized civil servants of the promotion consideration level specified in Circular 11/2024/TT-BXD.
Meet the requirements for time holding a professional title, specifically as follows:
Officials considered for promotion from grade II to grade I must have held the professional title of construction official grade II or equivalent for at least 06 years, excluding probationary period (if there is a period of discontinuous work without receiving social insurance at one time, it will be accumulated).
In case of calculating equivalent time, the time of holding the professional title of construction specialist officer grade II must be at least 12 months from the deadline for submitting the application for promotion consideration;
Officials considered for promotion from grade III to grade II must have held the professional title of construction official grade III or equivalent for at least 09 years, excluding probationary period (if there is a period of discontinuous work without receiving social insurance at one time, it will be accumulated).
In case of calculating equivalent time, the time of holding the professional title of construction specialist level III must be at least 12 months from the deadline for submitting the application for promotion consideration.
