The Vietnam Fatherland Front Committee (VFF) has issued Instruction 03/HD-MTTW-BТ in 2025 on organizing the Congress of the Vietnam Fatherland Front at the provincial and commune levels for the 2025-2030 term.
The number of delegates attending the Provincial and Commune-level Vietnam Fatherland Front Congress for the 2025 term is stipulated in Section 3.1, Section 3, Section II of Instruction 03/HD-MTTW-BТТ in 2025, specifically as follows:
Delegates attending the provincial and commune level Congresses have a structure and number suitable for the new administrative unit after the arrangement, specific numbers are considered and decided by the Standing Committee of the Party Committee at the same level, and oriented as follows:
- Congress of Vietnam Fatherland Front delegates at the commune level:
+ Unmerged localities: no more than 120 delegates (for the 2024-2029 term).
+ Localities merging 2 - 5 commune-level units: no more than 200 delegates.
+ Localities merging over 6 commune-level units: no more than 250 delegates.
- Congress of the Vietnam Fatherland Front at the provincial level:
+ Unmerged localities: no more than 300 delegates (for the 2024-2029 term).
+ Merged localities: no more than 350 delegates.
* Based on the specific situation of each locality, the number of delegates may increase but not exceeding the number prescribed above by 15%.
In special cases, for localities after the merger with a large number of administrative units [ provincial level being commune-level administrative units; commune level being villages and residential groups (Residential Area Front Working Committee) ] and a large number of current Committee members, the Standing Committee of the Vietnam Fatherland Front Committee shall.
