Affirming the role of the Party Committee of the Vietnam General Confederation of Labor in promoting the creative labor movement
Determining Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development as a document of strategic significance, decisive for the sustainable development of the country, the Party Committee of the Vietnam General Confederation of Labor (VGCL) has issued many directives to promote creative labor and digital transformation in trade union activities.
Since June 2025, on behalf of the Party Committee and the Presidium of the Vietnam General Confederation of Labor, Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Party Secretary, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor - has launched an emulation movement for innovation and digital transformation in all levels of trade unions.
The emulation movement focuses on 5 key contents such as: Propagating and raising awareness of the role of science and technology, innovation and digital transformation in national development, associated with learning Ho Chi Minh's ideology on science and technology; Encouraging cadres, union members and workers to proactively study, update and apply digital technology and artificial intelligence in work to improve efficiency and productivity; Promoting digital transformation in trade union activities; Innovation in thinking and management methods based on digital data platforms; Promoting the role of social criticism and monitoring the implementation of policies and guidelines related to the development of science and technology and digital transformation; Building collective bargaining with popularity and digital skills training for workers and workers.
The emulation movement is implemented in two stages: from 2025 to the end of 2027 and from 2028 to the end of 2030.
"Creative Labor Day 2025" organized by the Vietnam General Confederation of Labor on August 15 on the occasion of the 80th anniversary of the August Revolution and National Day September 2 is a strong demonstration of the effective implementation of promoting innovation in the activities of the Trade Union organization.
At this festival, Mr. Tran Le Phuong - software development expert of Hai Phong Port Joint Stock Company - author of the system that brings benefits of about 5 billion VND/year; cut down on manual operations, reduce at least 12 workers/production time for businesses, and suggested: "It is necessary to consider including in regulations and legalize the reward for employers based on the total value of the initiative".
Or as confided by Ms. Nguyen Lan Huong - expert of the Product Management Department, Personal Customer Department, Telecommunications Services Corporation, Vietnam Post and Telecommunications Group: "For me, every day of work and dedication is a valuable day. This initiative not only brings business efficiency but also proves that: When employees are given confidence, dare to overcome limits and persistently pursue new solutions, they can create sustainable value for the organization and spread innovation inspiration to the collective.
The strong creativity of Vietnamese workers has been demonstrated through major programs such as "1 million initiatives, efforts, overcoming difficulties, creativity, determination to defeat the COVID-19 pandemic" which Prime Minister Pham Minh Chinh successfully evaluated in all 3 aspects: Launching, organizing implementation; high results and spreading widely across the country. The program reached 2 million initiatives submitted; many initiatives had high profitable value, over 100 billion VND/year; the total value of the initiatives is estimated at more than 33,000 billion VND.
At the 2025 Creative Labor Festival, Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front called on businesses and employers to pay attention to investing in scientific and technological innovation, caring for, building sustainable and high-quality human resources; creating favorable conditions and environments, encouraging, and giving worthy rewards to employees who have many creativity, contributions, and contributions to the benefit of businesses, society and the country.
"It is necessary to include bonuses based on value in collective labor agreements between enterprises and employees. This is very correct and deserved. When doing good things for the company, enterprise, the State and society, we must be rewarded worthyly" - comrade Do Van Chien emphasized.
Comrade Do Van Chien called on workers and laborers nationwide: "If you are creative - let's be more creative! Innovation - let's innovate more! Go beyond yourself. Continuously study, improve digital skills, foreign language skills and soft skills, actively participate in the "digital education" movement, master technology to become "pioneering soldiers" in the digital and artificial intelligence era!
2025-2030 term: Period of innovation and digital transformation
On the occasion of the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024), General Secretary To Lam wrote an article: "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era". In which it is emphasized:
We are facing the need for a revolution with strong and comprehensive reforms to adjust production relations, creating new momentum for development. That is the digital transformation revolution, applying science and technology to restructure production relations in line with the remarkable progress of the productive forces. Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method - "digital production method", in which the characteristic of the productive force is the harmonious combination of humans and artificial intelligence; data becomes a resource, becomes an important means of production; at the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production".
The assessment of the General Secretary also shows the great role of workers in the process of creativity and digital transformation. This sets out the great task of the Trade Union organization in caring for, promoting creativity, initiatives, application and use of technology among the union members and employees.
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is one of the four major Resolutions of the Party, which are foundational institutional pillars, creating strong momentum to move our country forward in the new era.
In Resolution 57, the Politburo requested: The Vietnam Fatherland Front and socio-political organizations (including the Vietnam General Confederation of Labor - PV) lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of supervision and social criticism, participate in the development of laws, mechanisms and policies on science, technology development, innovation and digital transformation.
The Draft Political Report of the Executive Committee of the Party Committee of the Vietnam General Confederation of Labor submitted to the 1st Congress of the Party Committee of the Vietnam General Confederation of Labor for the 2025-2030 term has stated:
The 2025-2030 period is a period of special significance for the development of the country and the Vietnam Trade Union organization on the occasion of the 100th anniversary of its establishment; the whole country strives to realize the strategic goal set for 2030 (the 100th anniversary of the founding of the Party) to make Vietnam a developing country with modern industry and high average income. The working class has developed in both quantity and quality, maintaining the role of the revolutionary leadership class, the core of the alliance with the peasantry and intellectuals. The Vietnam Trade Union faces new advantages and challenges. Trade union activities are concentrated in the enterprise sector, especially non-state enterprises. The Party Committee of the Vietnam General Confederation of Labor, following the new model, plays a key role in political orientation, improving the capacity to direct and successfully organize the implementation of the tasks of the Trade Union organization".
To do this well, the draft sets a task for the Party Committee of the Vietnam General Confederation of Labor: "Lead the launching and implementation of emulation movements, improve professional skills, actively research and apply science and technology to production and trade union activities; promote innovation, digital transformation, green transformation, contributing to the successful implementation of Resolution No. 57".
In the coming term, one of the three breakthroughs set by the Party Committee of the Vietnam General Confederation of Labor is: "Innovation of thinking and vision; promoting innovation in the spirit of Resolution No. 57-NQ/TW; strongly applying digital transformation in the activities of the Party Committee and propagating, gathering, and serving union members and workers".
Innovation in leadership, management and vision towards strategy, modernity and integration. Not only stopping at caring for the inherent rights, but also expanding to long-term issues such as skills development, productivity improvement, building a cultural and spiritual life for workers. Each cadre and party member in the trade union system must truly be a core of innovation, contributing to turning the trade union organization into a center of solidarity, initiating creative labor movements, and competing for patriotism.
The spirit of Resolution 57 of the Politburo has opened up new space for the Trade Union organization. One of the tasks in the coming time is to encourage the application of technology initiatives in improving working conditions, protecting the environment, and improving labor productivity, thereby affirming the pioneering role of the working class in the cause of industrialization, modernization and sustainable development of the country.
An important highlight is to promote digital transformation in Party and trade union work. For the 2025-2030 term, the Party Committee of the Vietnam General Confederation of Labor is determined to deploy the construction and operation of a digital data warehouse on trade unions; deploy online guidance for union members and employees. Strive to gradually allow online processing of the entire process of looking up, submitting requests, registering, receiving feedback on regimes, policies, and benefits related to union members and trade union organizations by the end of the term.
Breakthrough in digital transformation, promoting creativity in trade union activities will create a foundation to aim for the goal of building a clean and strong Vietnam General Confederation of Labor Party Committee, leading the entire trade union system to innovate and develop. The Party Committee of the Vietnam General Confederation of Labor not only plays the role of "polity flag-raiser", but also acts as a center for innovation, creativity, and integration so that the Vietnam Trade Union is worthy of being a reliable support for tens of millions of union members, workers, civil servants, and laborers.
The 2025-2030 term opens up many challenges but also full of opportunities. With the determination to innovate thinking, enhance vision, promote creativity, and promote digital transformation, the Party Committee of the Vietnam General Confederation of Labor affirms its mission: "For the rights of workers, for the sustainable development of the country".
Under the leadership of the Party, patriotic emulation movements launched by the Trade Union have become a strong driving force for innovation and creativity in production labor. From the "Good workers - Creative workers" movement to typical programs such as "75 thousand initiatives - Overcoming difficulties, developing" and "1 million initiatives - striving to overcome difficulties, being creative, determined to defeat the COVID-19 pandemic", millions of initiatives, works, and technical solutions have been born, contributing to increasing productivity, improving quality and efficiency of the socio-economy".

During the term, through emulation movements of trade union organizations at all levels, strive to have at least 2 million initiatives of union members and workers applied in production, business and work activities; consider awarding at least 2,500 Creative Labor Certificates.
