On December 7, in Ha Nam, Emulation Cluster No. 3 of the Labor Federations (LF) of the Red River Delta provinces held a summary of the emulation movement in 2024 and deployed tasks for 2025.
Emulation cluster No. 3 of the Provincial Labor Federations in the Red River Delta region includes 5 units: Vinh Phuc, Ha Nam, Nam Dinh, Thai Binh and Ninh Binh.
According to the report, in 2024, in 5 provinces, compliance with labor laws and labor relations in enterprises is basically guaranteed. However, the situation of unpaid social insurance, health insurance, and unemployment insurance for 3 months or more still occurs in many enterprises.
In general, units and enterprises maintain the salary and income level for employees to ensure the regional minimum wage prescribed in Decree No. 38/2022/ND-CP of the Government and Decree 74/2024/ND-CP dated June 30, 2024 of the Government regulating the minimum wage for employees working under labor contracts.
However, in the first months of 2024, due to limited orders, some businesses did not arrange for employees to work overtime; many businesses cut labor and let employees take unpaid leave.
In order to carry out the task of representing and protecting the legitimate rights and interests of workers, the Standing Committee of the Provincial Federation of Labor has developed programs, plans and effectively implemented the 2024 Work Program and the full-term work program to improve the effectiveness of the implementation of tasks of representing workers and protecting the legitimate rights and interests of workers in the period of 2023-2028.
Provincial Labor Federations direct trade unions at all levels to regularly review and promptly grasp the difficult situation, order cuts of enterprises, the number of enterprises temporarily suspending operations, the number of employees with reduced working hours, furloughed jobs, terminated labor contracts, unpaid wages, social insurance, health insurance, unemployment insurance, etc.
There have been 1,167 union members and workers who have received support from 0.7 - 3 million VND with a total amount of 1.167 billion VND according to Decision No. 6696/QD-TLD dated January 16, 2023 and Decision No. 7785/QD-TLD dated August 25, 2023 of the General Confederation of Labor.
The work of negotiating, signing and improving the quality of collective labor agreements is focused on. Provincial labor federations effectively implement Program No. 05/TTr-BCH dated September 6, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on "Improving the effectiveness of dialogue and collective bargaining in the period 2023 - 2028", the signed agreements are increasingly more beneficial to workers.
The provincial Labor Federations have directed 100% of trade unions at the grassroots level and above to register and proactively coordinate the organization of 197 monitoring and criticism sessions; participate in interdisciplinary inspection teams on the implementation of labor law, trade union law and social insurance at 71 enterprises...
Speaking at the conference, Ms. Tran Thi Thanh Ha, Member of the Presidium, Head of the Labor Relations Department (Vietnam General Confederation of Labor) acknowledged the achievements of the emulation cluster.
Ms. Tran Thi Thanh Ha assessed that the provincial Labor Federations in the cluster have done a good job of representing in policy making, legal advice, and legal aid for workers; carried out well activities to care for union members and workers... Units in the cluster have diversified forms of dialogue; done a good job of building collective labor agreements...
According to Ms. Tran Thi Thanh Ha, in the coming time, units in the cluster need to continue to do a good job of caring, first of all, taking care of Tet for union members and workers; paying attention to building Trade Union Shelters, building trade union institutions in localities...
At the conference, the cluster agreed on key emulation contents and signed the emulation covenant for 2025.
