Circular 06/2024/TT-BNV has amended a number of regulations related to civil servant and public employee positions in Circular 12/2022/TT-BNV.
Amending and supplementing Clause 2, Article 4 of Circular 12/2022/TT-BNV on the list of shared professional civil servant positions specified in Appendix II, including: Inspector; International cooperation; Legislation (for positions of prevention and resolution of international investment disputes are used in conjunction with positions of specialized professional civil servants in the justice industry and field);
Personnel organization (organizational apparatus and human resource management), emulation and rewards, administrative reform; Office; Planning and finance; Information technology, information security.
Regulations on the list of job positions include: Inspector; Personnel organization (organizational apparatus and human resource management), emulation and reward, and administrative reform are used in conjunction with specialized professional civil servant positions in the industry and field of inspection, internal affairs.
Amending and supplementing Clause 1, Article 5 of Circular 12/2022/TT-BNV on the List of job positions and professional titles commonly used in public service units specified in Appendix IV, including: International cooperation; Legislation;
Personnel organization (organizational apparatus and human resource management), emulation and rewards (applicable to specialized professional civil servant positions in the industry and field of internal affairs);
Office (including 2 archival positions used in conjunction with positions with specialized professional titles in the industry and field of internal affairs); Planning and finance; Medical;
Information technology, information security (used in conjunction with job positions and specialized professional titles in the information and communications industry and field).
Amend and supplement Clause 3, Article 6 of Circular 12/2022/TT-BNV as follows:
The job description and competency framework of job positions and professional titles commonly used in public service units apply the same as for job positions specified in Clause 2 of this Article, ensuring compliance consistent with the functions and tasks of the unit. Particularly for the job positions of Archivist and Intermediate Archivist, they are used in conjunction with job positions specializing in archives in the industry and field of internal affairs;
Information Technology and Information Security job positions are used in conjunction with job positions specializing in information technology and information security in the information and communication industry, etc.
In addition, Circular 06/2024/TT-BNV also replaces Appendix I, Appendix II, Appendix III, Appendix IV, Appendix V, Appendix VI, Appendix VII, Appendix VIII and Appendix IX issued together with Circular 12/2022/TT-BNV.
Circular 06/2024/TT-BNV takes effect from August 20, 2024.
