Procedures for placing and organizing the award ceremony for science, technology, and innovation awards of organizations and individuals not residing in Vietnam are based on Article 51 of Decree 263.

Article 51. Procedures for placing and organizing the award ceremony for organizations and individuals who are not residents or active in Vietnam

1. Vietnamese people residing abroad, foreign organizations and individuals who are not residents or active in Vietnam have the right to propose the placement and organization of awards for science, technology and innovation in Vietnam.

2. The application for registration and organization of award consideration includes:

a) Application (original) according to Form No. 02 in the Appendix issued with this Decree;

b) Draft Regulations on award consideration, including the following contents: award name, awarded subjects, principles, conditions, standards, order, procedures for award consideration, rights of the organization or individual awarded the prize, time of award consideration;

c) In case the documents in the application are in foreign languages, they must be accompanied by a notarized Vietnamese translation according to the provisions of law.

3. Implementation process:

a) Organizations and individuals submit a set of applications and organize the award ceremony as prescribed in Clause 2 of this Article directly or by post to the Ministry of Science and Technology or submit online via the National Public Service Portal to the Ministry of Science and Technology;

b) Within 25 days from the date of receipt of a complete and valid dossier, the Ministry of Science and Technology is responsible for issuing a document approving or not approving, in case of non-approving, the reason must be clearly stated in writing;

c) If necessary, the Ministry of Science and Technology shall send a document to collect opinions from relevant agencies. The agencies that are invited to give their opinions are responsible for responding in writing within 10 days;

d) After 10 days, if no feedback is received, the Ministry of Science and Technology will process the dossier according to regulations.
