In particular, Article 3 of Decree 249/2025/ND-CP clearly states the criteria for selecting experts
Article 3. Criteria for recruiting experts
1. Experts specified in this Decree are those with knowledge, qualifications, and research experience in one or more fields of science, technology, innovation, and digital transformation that meet the criteria specified in Clause 2 and Clause 3 of this Article.
2. General criteria:
a) Preside over or participate in the implementation of science, technology, innovation and digital transformation tasks, prioritizing strategic technology industries in the strategic technology portfolio and strategic technology products issued by competent authorities, making practical contributions to the development of the country, region and the world;
b) Have a clear background and good ethics;
c) Have the desire to contribute to the development of science, technology, innovation and digital transformation of Vietnam.
3. At the same time, meet one of the following specific criteria:
a) Be an author or co-author of a sang tao granted a certificate of intellectual property protection that has been applied or transferred to create a product of practical value; or have deep expertise, rich experience in a field or field suitable for the task performed in Vietnam and are working in the research department of a research institute, university or a reputable enterprise abroad;
b) Be the author or co-author of an excellent scientific and technological research work, have won international awards or have been widely applied, bringing practical results and in line with the expected programs, tasks, science, technology, innovation and digital transformation projects;
c) Have a doctorate degree from a university in the top 200 universities in the world according to prestigious international rankings and have a minimum of 5 years of teaching, scientific research, and technology development at a prestigious research and training institution abroad in a specialized field suitable for the program, tasks, science, technology, innovation projects and digital transformation expected to participate;
d) Have a doctorate degree and have worked for at least 5 years in a scientific research position in an international cooperation program or project in science and technology or in the research department of a prestigious enterprise abroad;
d) Having at least 10 international articles published in prestigious journals or being a member of the scientific council of prestigious journals or participating in successfully supervising at least 2 doctoral research projects;
e) In case the candidate does not meet the criteria specified in Points a, b, c, d and dd of this Clause, the agency, organization or unit that needs to select experts shall decide on the selection of experts to implement the program, tasks, science, technology, innovation and digital transformation projects and shall be responsible for that decision.
Decree 249/2025/ND-CP takes effect from September 19, 2025.
