According to Clause 3, Article 5 of Circular No. 02/2025/TT-BYT of the Ministry of Health, Grade II nurses - Code: V. 8:010.11, have the following standards on training and fostering qualifications:
a) Have a graduation certificate in nursing major level I or a master's degree in Nursing;
b) Having a certificate of training according to the standards of the professional title of nurse or having a certificate of practice in medical examination and treatment or having a license to practice medical examination and treatment.
Grade II nurses have the following professional and capacity standards:
a) Have an understanding of the Party's viewpoints and policies, policies and laws on the work of protecting, caring for and improving people's health;
b) Understand the health and diseases of individuals, families and communities, make diagnoses for care, classify care, prescribe care and perform nursing interventions to ensure safety for patients and the community;
c) Completely grasp the technical expertise of medical examination and treatment of nurses with the title of nurse according to the training major;
d) Having the ability to consult, educate about health and communicate effectively with patients and the community;
d) Having the skills to organize training, coaching, scientific research, cooperate with colleagues and develop nursing careers;
e) Having the capacity to preside over or participate in performing scientific and technological tasks;
g) Having basic information technology skills and being able to use foreign languages (or being able to use ethnic minority languages for civil servants working in ethnic minority areas) according to the requirements of the job position.
The Circular also stipulates that civil servants considering promotion from the title of nursing profession grade III to the title of nursing profession grade II must have held the title of nursing profession grade III or equivalent for at least 9 years. In case of holding the equivalent professional title for a period of time, there must be at least 1 year (full 12 months) holding the Grade III nursing professional title up to the deadline for submitting an application for promotion.
