At the Conference, Vice President Ngo Duy Hieu presented the following reports: Draft report summarizing 10 years of implementing Resolution No. 3a/NQ-TLD dated February 17, 2014 of the Executive Committee of the 11th General Confederation of Labor on "Improving the cultural and spiritual life of workers in industrial parks and export processing zones"; Draft report summarizing 10 years of implementing Resolution No. 04b/NQ-TLD dated July 15, 2014 of the Executive Committee of the 11th General Confederation of Labor on "Improving the effectiveness of propaganda, dissemination and legal education among workers in the new situation"; Project on developing a team of reporters, propagandists, regulations on receiving and handling public opinion information in the trade union system; Resolution of the Presidium of the General Confederation of Labor on "Improving the quality of participation in policy and law making of trade union organizations in the new situation".
In particular, the objective of the Project on developing a team of reporters, propagandists, and regulations on receiving and processing public opinion information in the trade union system is to select qualified trade union officials to establish and maintain the activities of a team of reporters at the level of the Vietnam General Confederation of Labor, consisting of 50 people. Select qualified trade union officials to establish, consolidate and maintain the activities of a team of reporters at level 82 of provincial and municipal labor federations, central and equivalent industry unions, and general corporation trade unions under the General Confederation of Labor, consisting of a maximum of 30 people/labor federation, industry union. Select qualified trade union officials to establish a team of propagandists at all trade unions at the level directly above the grassroots level.
Ensure that 100% of reporters and propagandists are provided with information, documents, and are trained and fostered with knowledge and skills in propaganda and mobilization appropriate to the assigned subjects, fields and areas. Strive for 85% or more of union members and workers to be propagandized, disseminated, studied and thoroughly grasped the Party's guidelines and resolutions, and the State's policies and laws related to labor and trade unions.
With the Report on the Summary of 10 years of implementing Resolution No. 4a/NQ-TLD dated June 24, 2014 of the Executive Committee of the General Confederation of Labor (term XI) on improving the operational efficiency of the grassroots trade unions directly above the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation presented by Vice President Nguyen Xuan Hung, the members of the Presidium analyzed the difficulties such as the number of staff and operating costs of the grassroots trade unions directly above the grassroots level.
Mr. Pham Quang Thanh - Chairman of the Hanoi City Labor Federation - said that it is necessary to clearly see the differences and characteristics between the trade unions at the higher level directly at the grassroots level to find suitable solutions. Because there are places with a lot of workers such as industrial and export processing zones, but there are also places with not so many workers. One point of agreement is that it is necessary to focus resources on the trade unions at the higher level directly at the grassroots level...
Resolution No. 4a/NQ-TLD dated June 24, 2014 of the Executive Committee of the General Confederation of Labor (11th tenure) on improving the operational efficiency of grassroots trade unions directly above the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation is a thematic resolution, with the goal of improving the operational efficiency of grassroots trade unions directly above the grassroots level, meeting the requirements of the workers' movement and trade union activities in the new situation, in which priority is given to consolidating and improving the operational efficiency of grassroots trade unions directly above the grassroots level where there are many enterprises and a large number of workers; gradually perfecting the organization and staff, innovating the content and methods of direction in the direction of direct, close and regular supervision of grassroots trade unions, union members and workers.
