10:05: Mr. Nguyen Anh Tuan - Deputy Head of the Central Reward Committee - directs State-level rewards.

9:52: Mr. Nguyen Ngoc An - Chairman of the Vietnam Education Trade Union shared at the congress.
Mr. Nguyen Ngoc An affirmed that the congress is a particularly important event for workers.
He said that typically, there must be leaders, those who dare to do new things, dare to face things they have never experienced before, dare to try. Mr. An believes that trade unions in units must be a place to create motivation, confidence and inspiration for them to overcome challenges and barriers, to allow them to try and bring success.

The Chairman of the Vietnam Education Trade Union believes that in the new context, initiatives and efforts must not only be alone but must inspire everyone, lead and orient new paths for colleagues; creators need to have qualities, creators need to have more qualities to share and attract to accompany brothers and I am the pioneer to create a collective of creativity.
In addition, trade unions need to create motivation, inspire, launch emulation movements that are wide-reaching to all subjects and in depth in quality, helping brothers to be bold, confident in their trials, share if they fail, cheer when they succeed, and spread when they win.
Mr. Nguyen Ngoc An also said that in organizing activities, trade unions need to seek "new answers to new problems" to meet the changing needs of workers in the modern context.
9:50: Samsung Bac Ninh spreads the movement "Good workers - Creative workers"
With more than 12,000 employees, Samsung Electronics Vietnam Co., Ltd. (SEV) is not only a leading enterprise in the manufacturing of electronic devices but also a bright spot in building a culture of creativity and innovation. The "Good workers - Creative workers" movement at SEV has become a source of inspiration, pride and a "mental glue" connecting the team of workers, engineers and staff over the years.
Sharing at the 11th National Patriotic Emulation Congress for Workers, Civil Servants, and Laborers, Mr. Lai Hoang Dung - Chairman of the SEV Bac Ninh Trade Union affirmed: "Creativity only truly explodes when workers are inspired, trusted, experienced, recognized, transparent, and promptly rewarded".
According to him, for the patriotic emulation movement to truly spread widely, businesses need to focus on two core factors: arousing the spirit of creativity in each employee and building a comprehensive and sustainable emulation model, focusing on employees.
At Samsung Electronics Vietnam, the spirit of creativity is nurtured through the SMART Movement - with the philosophy of "3 Up: Enhancement - Breakthrough - Reaching Far". This is not only an emulation slogan but a human development strategy, aiming at the model of workers who " dare to think - dare to do - dare to innovate".
Thanks to that, tens of thousands of ideas, whether small or large, have been encouraged, applied and brought practical value: improving productivity, improving the working environment, optimizing production processes and contributing to strengthening SEV's position in the global value chain of Samsung Group.

To make the creative movement truly in-depth, SEV Trade Union has coordinated with the Company's Board of Directors to build a comprehensive emulation model, concretized through three main pillars.
First, SEV deploys the "Ideas Identification" mechanism - transparency, speed and fairness. The electronic information portal system and comments boxes at all workshops help all ideas to be recorded and responded to within 72 hours. The professional council includes union representatives, engineers and senior managers to directly assess the feasibility.
"We want workers to clearly feel that their opinions are valuable and listened to," said Mr. Dung.
Second, SEV built a "Creative Incubator" to turn the idea into reality. Realizing that many good ideas were "stuck" between the desire and the ability to be implemented, the Trade Union created an Innovation - Innovation Fund, supporting materials, techniques and time for workers to conduct projects. Thanks to this fund, many initiatives have been put into production, bringing clear benefits in both economic efficiency and working environment.
Third, the enterprise organizes "Creation Month" and "Best Innovation - King of Innovation Award Ceremony" to honor and spread. Individuals and groups with outstanding initiatives are awarded certificates of merit, souvenir trophies, bonuses and opportunities to visit and study in Korea for outstanding initiatives of the year.
For many consecutive years, the SEV team has won the highest prize at Group-level innovation competitions, affirming the pioneering position of Vietnamese workers in the global Samsung system.
From the beginning of 2025 to now alone, the number of initiatives and ideas at SEV has increased by 250% compared to the same period last year. As of October 2025, 32,600 initiatives have been put into practice, helping to save hundreds of millions of USD and improve working conditions for tens of thousands of workers.
The creative movement has penetrated deeply into corporate culture, becoming a "mental glue" connecting the team and a motivation for each individual to constantly innovate and improve themselves.

According to Mr. Lai Hoang Dung, for the initiative movement to spread more strongly, grassroots trade unions must truly be a bridge between workers and enterprises.
The trade union is not only the initiator, but also the fire-bearer, the supporter of new ideas. When workers are encouraged and trusted, creativity will become an unlimited driving force for development, Mr. Dung emphasized.
From practical implementation, the Chairman of SEV Trade Union proposed to replicate the model of "Creative Incubator" and "Creative Month" to businesses and industrial parks across the country. At the same time, there should be a bonus mechanism based on the percentage of the value of the initiative, specifically regulated in the collective labor agreement so that employees can benefit worth their contributions.
The Good Workers - Creative Workers Movement is not only a productivity competition, but a journey to nurture innovative thinking, affirming the bravery and intelligence of Vietnamese workers and the working class in the period of integration and digital transformation, Mr. Dung affirmed.
9:40: FECON nurtures a creative culture - inspiring workers' strength
Representing more than 600,000 union members and workers in the capital attending the 11th National Patriotic Emulation Congress for Workers, Civil Servants and Laborers, Ms. Phung Nguyet Ha, an officer of FECON Group, brought the story of the journey of more than two decades of perseverance in cultivating creative culture - a value that has become the "mental brand" of FECON today.
Established in 2004, FECON Group is a leading enterprise in the field of foundation and underground works, aiming to become the leading infrastructure construction and development group in Vietnam by 2030.
With a deep awareness that workers are the most valuable asset, over the past 21 years, FECON Trade Union has coordinated with specialized departments to implement the Initiative - Creativity movement, attracting the participation of hundreds of engineers, officers, and workers in the entire system.
To date, the program has recorded more than 250 award-winning initiatives, of which over 200 initiatives have been applied in practice at projects, factories and offices nationwide. Many initiatives help increase productivity, improve quality, reduce costs, and bring hundreds of billions of VND in economic benefits.

At FECON, each initiative is a testament to the spirit of Daring to think - daring to do - daring to innovate, the core value in corporate culture. It is the encouragement, respect and listening from the leaders that has helped the creative spirit become an indispensable part of FECON's development process - Ms. Phung Nguyet Ha shared.
According to Ms. Ha, to make the "Good Workers - Creative Workers" movement truly in-depth, FECON has drawn three key experiences.
First, nurturing the spirit of innovation from corporate culture. Each initiative is respected as a valuable "seed", encouraged, rewarded and spread. The group's leaders always directly listen, creating an environment for employees to express their ideas.
Second, trade unions are the bridge and the core of spreading. The innovation movement is identified as a strategic task, associated with each production unit. The group's Scientific Council ensures fair appraisal, while FECON Research and Development Institute plays a "launching pad" to turn ideas into practical R&D projects, contributing to technological innovation, improving productivity and ensuring safety and environmental friendliness.
Third, workers are the center. The Group not only rewards material things, but also honors spiritual values - turning each initiative summary ceremony into a "corporate cultural festival", a place to show gratitude for intelligence and passion for creativity.
Stories about outstanding creative authors are spread on internal platforms, becoming beautiful pieces in FECON culture - where each employee feels recognized, respected and inspired, said Ms. Ha.
Over the past 15 years, more than 50 FECON initiatives have been recognized by Labor Federations at all levels and scientific and technical organizations, including the Nguyen Duc Canh Award and the Creative Labor Certificate from the Vietnam General Confederation of Labor.
Many typical initiatives have brought in tens of billions of VND in value such as: PHC pile construction solution at the BT1 & BT2 Quang Binh Wind Power Project - profiting 13.89 billion VND; orientation drilling (HDD) solution at the Yen Xa Wastewater Treatment Project - profiting 34.8 billion VND; solution for Sliping TBM excavators through the station using the wheel and clam system - profiting 42 billion VND; and in the near future, it will be a smart monitoring solution in underground digging of the Hanoi Metro line - aiming at the criteria of safety, accuracy and cost optimization.
Those figures not only demonstrate the technical and economic efficiency, but also demonstrate the intelligence, bravery and openness and proactiveness of FECON workers, Ms. Ha emphasized.

Looking back on its 21-year journey, FECON is proud that the "Good workers - Creative workers" movement has become a driving force for sustainable development, contributing to affirming the pioneering position of Vietnamese enterprises in the field of infrastructure construction.
However, in the face of new requirements of the digital age, Ms. Phung Nguyet Ha believes that there needs to be more practical mechanisms to honor, encourage and connect creatively.
Each initiative needs to be honored more promptly and closely, right at the workplace, so that workers can clearly feel the pride when their ideas are recognized, she shared.
Ms. Ha also proposed building a system to connect business initiatives with innovation programs at the industry and national levels, so that "small ideas of workers can spread into great values of society".
As a grassroots union official, she hopes that each union official will truly become an inspiration for creativity, accompanying workers in the journey of "Good workers - Creative workers", and at the same time recommends having a reward mechanism worthy of the value of the employee's initiative.
Ms. Ha also expressed her hope that the Party, State, Government, Ministry of Science and Technology and the Vietnam General Confederation of Labor will soon have specific policies to encourage innovation, scientific research and digital transformation in private enterprises, in line with the spirit of Resolution 57-NQ/TW of the Politburo - one of the "four ministries" pillars of breakthrough development in Vietnam in the period of 2025 - 2030.
When every idea is listened to, every effort is appreciated, the creativity of workers will become an endless resource - contributing to building a strong business community, a prosperous country and a happy people, Ms. Phung Nguyet Ha affirmed.
9:31: Miner Pham Dinh Duan: "Support from the smallest things to achieve the highest success"
After more than 20 years of working as a miner, Mr. Pham Dinh Duan, a 5/5 worker, Exploitation workshop 14, Vanh Danh - Vinacomin Coal Joint Stock Company (Vietnam Coal - Mineral Trade Union), always believes: "Success begins with the smallest things". From that simple thinking, he has gradually affirmed himself, becoming a typical example in the creative labor emulation movement of coal miners.
Entering the profession with an elementary degree in underground mining, Mr. Pham Dinh Duan soon realized: to stay in the profession, miners must constantly learn, practice and discipline in every action. I always wonder every day: what I have done today and how to do it better than yesterday, he said.

From arranging tools for easy operation, carefully checking each barrier, each furnace section to coordinating smoothly between the main and secondary workers - Mr. Duan all do it with a sense of responsibility and love for the profession. Those seemingly small things are the foundation for him to accumulate experience, practice skills, and become a high-level miners in the Vietnam Coal and Mineral Industries.
"In the midst of the deep, sweat permeating the back of the shirt, but the sound of laughter still resounds during the shift. In the midst of hardship, the spirit of "discipline and Unity" of miners is brighter than ever," said Mr. Duan.
After more than 20 years in the profession, from a new worker to a Production Team Leader, Mr. Pham Dinh Duan and his teammates always use the spirit of solidarity as a guiding needle. A strong team is a team that knows how to gather the strength of each person to progress together, he shared.
Thanks to that, his production team has not had any accidents for 10 consecutive years, no equipment problems, always exceeding the plan by 20-30%, the lives and income of workers have been increasingly improved.
For Mr. Duan, emulation is not only a slogan but a motivation for each person to improve themselves: "Working this profession, just one minute of neglect can pay the price with your life. Therefore, awareness of safety must become an instinct in every miner.
Entering the period of industrialization and digital transformation, miners today not only need health but also have intelligence and creativity. Mr. Duan always wondered: "How to make production safer, productivity higher while still reducing labor".
He was determined to self-study, self-train, learn from colleagues and even from the smallest mistakes: "Every time I make mistakes, I learn a new thing. That is the way for the craftsman to truly mature".
From practical production, many of his initiatives and technical improvements have been recognized by the Vietnam National Coal and Mineral Industries Group and the Vietnam General Confederation of Labor, bringing in efficiency and profits of hundreds of millions of VND per year.
With his continuous contributions, Mr. Pham Dinh Duan was honored as a Labor Hero, a noble award from the State. For him, that title is not only a source of pride but also a responsibility to continue to strive, worthy of the tradition of "discipline and Unity" of the heroic Vietnamese miners.
At the 11th National Patriotic Emulation Congress for Workers, Civil Servants, and Laborers organized by the Vietnam General Confederation of Labor, Mr. Duan shared three concerns: How to make direct workers in production, especially underground workers, have a real and effective access and training in digital skills and new technology; how to make the movement "Good workers, Creative workers" truly become an environment to arouse ideas, encourage initiatives from reality and how to improve the material and spiritual life of workers, and feel secure in their attachment to the profession?
Only when those questions are answered with concrete actions will the patriotic emulation movement among workers, civil servants and laborers truly spread strongly, contributing to building a strong Vietnam - Labor Hero Pham Dinh Duan affirmed.

Delegate Nguyen Thi Thu Hien - a worker at Bumhan Vina Heavy Industry Company Limited (Hai Phong City):

I am honored to attend a major congress to meet, share and learn from experiences with brothers and sisters in many different careers and work positions.
With the task of working in the design department, my colleagues and I have proposed many technical innovation initiatives for the factory. Thereby, I myself have been honored to receive the Creative Labor Certificate of the Vietnam General Confederation of Labor 3 times, 1 consolation prize for scientific and technological research from the Ministry of Science and Technology.
Working in an environment that is also very difficult for men, I am a woman, a civil servant, a mother, a wife, so I have to arrange family work and company work to suit to spend time researching and developing initiatives and creativity to apply to production and business to save costs, increase productivity and income for workers.
From my work experience, any worker who constantly learns, explores, and strives will achieve high results. For each goalkeeper from office to factory, there are innovative initiatives that bring personal, collective and social benefits.
Delegate Lang Van Thuong (Nung ethnic group) - a worker at Cao Bang Sugar Plow Joint Stock Company:

I am very honored and proud to represent the collective of workers in the company in particular and workers in Cao Bang province in general to attend the 11th National Patriotic Emulation Congress for Workers, Civil Servants, and Laborers (2025 - 2030).
To receive this honor, over the past 5 years, I have always strived to research and explore to have initiatives that bring high efficiency in production and business.
Specifically, I have had 3 technical innovation initiatives, bringing in over 60 billion VND for the unit, recognized by the Cao Bang Provincial Science Council.
During the working process, I always monitor and closely follow the unit's production line, thereby finding the limitations of machinery and equipment to propose more optimal solutions, bringing higher efficiency, increasing labor productivity, and creating higher income for workers.
During the working process, each worker always tries to achieve high labor productivity, ensuring stable income. From there, research effective solutions to bring higher efficiency, Mr. Thuong shared.
Delegate Nguyen Van Thiet - a worker at Thong Nhat Service and Trading Joint Stock Company, Bac Ninh province:

I am very honored and proud to participate in the 11th National Patriotic Emulation Congress for Workers, Civil Servants and Laborers (2025 - 2030). Throughout my work, I have always been constantly learning and creative at work.
With the attention and support of the Trade Union and the company's leaders, along with the support of my colleagues, from 2008 to present, I have had 5 solutions and initiatives applied to production, making a profit of over 2 billion VND/year, contributing to improving labor productivity and income for workers.
According to Mr. Thiet, working opportunities, research, creativity and providing solutions to improve labor productivity and improve working conditions are divided equally among everyone.
If we always learn and explore solutions applied to work, we will achieve good results, as beloved Uncle Ho taught: Emulation is patriotism, patriotism is emulation, and those who compete are the most patriotic people, Mr. Thiet expressed.
According to the Vietnam General Confederation of Labor, in the 2020-2025 period, trade unions at all levels have well organized the response to major emulation movements launched by the Prime Minister, while maintaining and improving the quality of traditional emulation movements with trade union identity has created a vibrant competitive atmosphere in the entire system. The work of discovering, propagating, honoring and replicating typical advanced examples has been focused on, contributing to spreading positive and humane values in the community of workers, civil servants and laborers. Many good models, creative approaches, and technical innovation initiatives from the grassroots have been commended and replicated promptly.

During this period, the work of propagating, discovering, honoring and replicating advanced models has always been identified by the Vietnam General Confederation of Labor and trade unions at all levels as a key task, aiming to create a strong influence in the patriotic emulation movement of workers, civil servants and laborers nationwide. The goal of innovation and raising the level of propaganda about typical advanced examples is given top priority.
A new creative point in the work of promoting a typical advanced example is Lao Dong Newspaper, which organizes a Literary Composition Contest on the theme of workers and trade unions with nearly 500 entries.
Many examples of workers and union officials have been introduced through novels and short stories.
Thanks to promoting propaganda work and replicating advanced models, the emulation movement among workers, civil servants and laborers (CNVCLD) has increasingly gone into depth, having a strong influence in society. Many good models and creative approaches from the grassroots have become valuable experiences for trade unions at all levels to learn and apply.
exemplary workers, dedicated union officials, workers with many initiatives, female employees who are good at state affairs and housework have become a beautiful image, contributing to building the prestige and position of the union organization in the hearts of union members and people.
The reward work in the Vietnam Trade Union system has continued to have many positive changes in recent times, becoming more and more substantial and effective, meeting the right goals of encouraging, motivating, and promptly honoring typical advanced collectives and individuals among union members, workers, civil servants, and laborers nationwide.

The highlight in the reward results is the rate of reward for direct workers, civil servants, and public employees who do not hold leadership positions in the 2020-2025 period reaching 35.5%, exceeding the set target, clearly demonstrating the orientation of innovation in a practical direction, taking union members and workers as the center, strongly rewarding the grassroots, where the emulation movements are directly organized and responded to.
It can be affirmed that in the past 5 years, the patriotic emulation movement and reward work in trade unions at all levels have created an important driving force to arouse the will and aspiration to rise up of union members and workers; promote the role and responsibility of the trade union staff; actively contribute to the sustainable development of enterprises and the cause of industrialization and modernization of the country.
