Authorized by the Head of the General Department of Politics, the National Defense Trade Union Committee disseminated and implemented the Project on organizing and operating Trade Unions in the Army and Instruction No. 2684 dated July 17, 2025 on organizing and operating Trade Unions in the Army in the spirit of Resolution No. 60 dated April 12, 2025 of the Central Executive Committee of the Party.

The deployment conference took place under the chairmanship of Senior Lieutenant General Le Quang Minh - Deputy Director of the General Department of Politics of the Vietnam People's Army. Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung attended.

According to Colonel Nguyen Van De - Head of the National Defense Trade Union Department, the Project has 3 basic and key contents, including:
Firstly, end the operation of grassroots trade unions in administrative agencies and units receiving 100% of salaries from the State budget in the Army: Reduce 424 grassroots trade unions and 28,164 union cadres and union members (as of July 2025) under the units: General Staff, general departments, military regions, military branches, research institutes, academies, schools...
Second, maintain the grassroots trade union organization in enterprises and financial autonomous units in the Army with 486 grassroots trade unions and 154,710 union officials and members (as of July 2025). Enterprise grassroots trade unions: 397 grassroots trade unions, 145,978 cadres and union members; Grassroots trade unions of financially autonomous units: 89 grassroots trade unions, 8,732 cadres and union members. Currently, in the entire army, there are 39 units and enterprises under the Central Military Commission and the Ministry of National Defense with trade unions.
Third, maintain the staffing organization of the National Defense Trade Union Committee, the advisory agency to assist the Central Military Commission, the Ministry of National Defense, directly the General Department of Politics to guide and direct Trade Union activities in the Army.
Based on the Resolution, Conclusions of the Central Committee and Guidelines of the Vietnam General Confederation of Labor, the National Defense Trade Union Committee has implemented the contents.
In particular, issued Instruction No. 570, dated June 11, 2025 of the National Defense Trade Union Committee on the implementation of management of trade union finance and assets when the unit ends operations according to Conclusion No. 157 (end of the collection and payment of trade union fees and settlement of funds and trade union fees to be completed before June 30, 2025). Instruction No. 608, dated June 19, 2025, on the implementation of financial management and union assets for units that have both grassroots unions that have ended their operations and grassroots unions that have maintained the same collection, expenditure of funds and union fees.
Develop a draft to amend and supplement Decision No. 500 dated February 14, 2024 of the Director of the General Department of Politics on Promulgating the Regulations on Trade Union Work in the Vietnam People's Army, in accordance with the regulations of the Central Government, the model and organization of trade unions in the Army.
As of July 30, 2025, 33 agencies and units have completed the dissolution and termination of operations of 424 grassroots trade unions receiving 100% of salaries from the state budget according to the Instructions of the General Department of Politics and reported to the National Defense Trade Union Committee.
The development of the Project on Trade Union organization and operation in the Army in the spirit of Resolution No. 60 of the Party Central Committee is an important step, reflecting a profound, comprehensive, innovative thinking, linking the requirement to build a lean, compact, and strong Army with the goal of protecting the legitimate and legal rights and interests of workers in new conditions.
