Decree 263/2025/ND-CP detailing and guiding a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy, self-responsibility of public science and technology organizations, human resources, talents and awards in the fields of science, technology and innovation, effective from October 14, 2025.
In which, the appointment to a higher scientific or technological title does not depend on the working year under Article 32.
Article 32. Appointment to higher scientific and technological titles does not depend on the working year
1. Officials holding scientific or technological titles with a doctorate degree or with outstanding works, high awards in science, technology, and innovation will be considered for appointment to higher positions regardless of the working year.
2. Outstanding achievements and results in the fields of science, technology and innovation are considered to include:
a) Awarded a doctorate degree;
b) Having the title of professor, associate professor;
c) Achieved prestigious domestic and international awards in the fields of science, technology and innovation;
d) Participating in the implementation of scientific, technological and innovative tasks;
d) Having a scientific article published in a prestigious international or domestic journal or a reference book or textbook published;
e) Being the author of a patent or protected plant variety;
g) Be the director of management, chairing, or head of a project or works or project for development, application, or implementation of technology or other tasks as prescribed by specialized laws.
3. Each achievement, result of scientific, technological and innovation activities can only be used once to consider the appointment of a higher scientific and technological title regardless of the working year.
4. The order, procedures and authority for appointment to higher scientific and technological titles do not depend on the year of work implementation according to the provisions of law on considering promotion of civil servant professional titles.
5. The Minister of Science and Technology issued detailed instructions on the achievements, results of science, technology and innovation used to consider appointment to higher scientific and technological titles regardless of the working year.
