According to Circular No. 14/2024/TT-BCA of the Ministry of Public Security, Clause 4 stipulates the establishment of a Council for recruiting members of security teams as follows:
The Chairman of the People's Committee at the commune level decides to establish an Admissions Council. The members of the Advisory Council include the Chairman of the Council as representative of the People's Committee at the commune level, the Vice Chairman of the Council as the Chief of the Commune-level Police or the Deputy Chief of the Commune-level Police, members representing: Ho Chi Minh Communist Youth Union at the commune level, Vietnam Women's Union at the commune level, Vietnam Farmers' Union at the commune level, commune-level civil servants and representatives of villages, residential groups, the Front Working Committee in villages and residential groups (hereinafter referred to as members of the Advisory Council). The number of members of the Admissions Council is decided by the Chairman of the People's Committee at the commune level.
Meanwhile, Clause 6, Article 33 of Decree 33/2023/ND-CP stipulates the number of non-professional workers at the commune level, in villages and residential groups as follows:
Number of part-time workers at the commune level, in villages and residential groups

6. Part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village chief or residential group leader, head of the Front Working Committee) are entitled to monthly allowances. In case the Law has other provisions, it shall be implemented according to the provisions of that law.

Accordingly, the person holding the position of village chief is considered a part-time worker in the village.
Thus, the Village Head can be included in the Admissions Council, depending on the decision of the Chairman of the Commune People's Committee as prescribed in Clause 4 of Circular 14/2024/TT‐BCA.
