At the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized the need to fully understand the goals and requirements of this revolution of streamlining and streamlining the organizational apparatus, which are: Building a truly streamlined organizational apparatus, operating centrally and smoothly, operating effectively and efficiently, associated with administrative procedure reform and comprehensive digital transformation in the Vietnamese Trade Union organization system.
In addition, at units, it is necessary to urgently review, revise and supplement the functions and tasks of organizations and units, ensuring clarity, no overlap, clear responsibilities, and convenience in operation; implement decentralization, delegation of authority, and reasonable assignment of responsibilities, promoting the leadership role of the head and collective leadership of each agency and unit.
Mr. Nguyen Dinh Khang also emphasized that it is necessary to thoroughly grasp a number of principles when arranging and streamlining the organizational apparatus, in which, strictly implementing the principle that one agency or unit performs many tasks, one task is only assigned to one agency or unit to preside over and take primary responsibility; starting from the functions and tasks to design the apparatus, not creating the apparatus for people.
Along with that, the organization arrangement and streamlining of the apparatus must be associated with building a team of qualified cadres, civil servants and public employees and arranging suitable employees for approved job positions. After the arrangement, the apparatus must operate more smoothly and coordination must be more harmonious.
It is necessary to have high unity between awareness, action and political determination, creating consensus throughout the system; individual leaders and collective leaders of agencies and units must be exemplary and resolute in implementation; any unit that makes mistakes or violates regulations must be held responsible before the Party Committee, the Presidium of the Vietnam General Confederation of Labor and the direct leadership committee; agencies and units must strictly comply, implement synchronously, uniformly, and in accordance with the direction in the documents of the Party Committee, the Presidium of the Vietnam General Confederation of Labor and the direct leadership committee.
Mr. Nguyen Dinh Khang also discussed plans to reorganize and streamline the apparatus at the Vietnam General Confederation of Labor, at the Central Trade Union Agency and equivalent.
At the conference, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung deployed a number of key contents related to Instruction No. 39/HD-TLD dated December 30, 2024. The conference also thoroughly implemented documents of the Party and State related to the implementation of regimes and policies for cadres, civil servants, public employees, and workers when implementing streamlining due to non-re-election, reappointment, resignation, and retirement.

The Presidium of the Vietnam General Confederation of Labor has transferred Ms. Do Hong Van - Member of the Presidium, Head of the Women's Union of the Vietnam General Confederation of Labor, to cease holding the position of Head of the Women's Union of the Vietnam General Confederation of Labor, and transferred her to work at the Vietnam Civil Servants' Trade Union, appointed her to participate in the Executive Committee, Standing Committee and the position of Vice President of the Vietnam Civil Servants' Trade Union, term 2023-2028, starting from January 13, 2025.
The Presidium of the Vietnam General Confederation of Labor assigned Mr. Nguyen Ngoc Son - Member of the Executive Committee of the Vietnam General Confederation of Labor, Deputy Head of the Inspection Committee of the Vietnam General Confederation of Labor to work at the Office of the Vietnam General Confederation of Labor and appointed him as Deputy Chief of Office of the Vietnam General Confederation of Labor, for a term of 5 years, starting from January 13, 2025.
