On October 30, Deputy Minister of Justice Nguyen Thanh Tinh led an interdisciplinary working group to work with the People's Committee of Bac Ninh province on reviewing, cutting and simplifying administrative procedures (TTHC) based on data according to Official Dispatch No. 201/CD-TTg of the Prime Minister (October 201).
Speaking at the meeting, Deputy Minister Nguyen Thanh Tinh affirmed that the work of reviewing and cutting administrative procedures is a regular task of agencies and units.
However, according to Official Dispatch 201, a "campaign" to review and cut the overall administrative procedures with very high requirements for progress and quality is carried out, requiring great urgency and determination.
The interdisciplinary working group used input documents as the results that the Ministry of Public Security had previously proactively reviewed. Initial results have identified a list of 15 types of documents and 734 TTHC that can be cut and simplified through replacement with data.
Regarding the implementation roadmap, according to the Deputy Minister, phase 1 from now until November 15 will focus on procedures that can be done immediately.
Phase 2 to January 1, 2026, complete the remaining procedures. Localities like Bac Ninh need to evaluate and propose their own roadmap, and may even go ahead.
Regarding personnel, the Deputy Minister affirmed that people are the deciding factor. Cadres and civil servants must be proficient in technology.
He proposed the model of "Technology Consulting Group" at Public Administration Service Centers to guide and support people. It is necessary to mobilize the strength of the entire political system, creating breakthrough results such as the recent experience of cleaning civil status data.
Reporting to the Working Group, Mr. Luu Dinh Thuc - Director of the Department of Justice of Bac Ninh province - said that based on the list of 734 administrative procedures with file components that can be replaced with data with 16 areas reviewed by the Ministry of Public Security, the Provincial People's Committee has reviewed and proposed that 349 administrative procedures can be replaced with data.
Bac Ninh province recommends that central ministries and branches issue regulations to thoroughly apply the principle of "no need for existing documents" on the National Database, make full use of the components of records and data available on the systems when implementing administrative procedures; soon remove the requirement to submit paperwork for procedures that have been authenticated through the National Public Service Portal or have a valid digital signature...
The Deputy Minister of Justice said that he will synthesize and fully report the recommendations of the locality and expressed his confidence that Bac Ninh will become a bright spot in implementing the policy of reviewing, cutting and simplifying administrative procedures.
