Information related to the Administrative Service Center has received much attention from readers and voters.
In particular, the Ministry of Home Affairs received a petition from voters of Quang Ngai province sent by the National Assembly's Petition and Supervision Committee related to the Public Administration Service Center.
Accordingly, voters proposed to add 1 Deputy Director of the Public Administration Service Center to carry out public administrative procedures at the facility transaction point; supplement regulations on authorizing the leaders of the public administrative service center to sign and certify documents for people.
Regarding this issue, according to the Ministry of Home Affairs, to implement Conclusion No. 187 of the Politburo, the Ministry issued Official Letter No. 8195 reporting to Permanent Deputy Prime Minister Nguyen Hoa Binh on the orientation for arranging the number of professional deputy heads and equivalents under the People's Committees of communes.
The Ministry of Home Affairs also submitted to the Government a draft Resolution regulating the number of deputy heads of professional departments and equivalent to public administrative service centers under the People's Committees of communes, wards, and special zones under provinces and centrally run cities, which stipulates that public administrative service centers under the People's Committees of communes are arranged with an average of 2 deputy heads.
In addition, the draft Resolution also stipulates that the leaders of public administrative service centers at the commune level include: Director (Vice Chairman of the Commune People's Committee is the Director of the Commune-level Public Administration Service Center) and Deputy Director equivalent to Deputy Head of the Department under the Commune People's Committee.
Accordingly, the Resolution, when issued by the Government, will be the basis for localities, including Quang Ngai province, to implement. Each locality will base on the above orientation and its practical conditions to proactively regulate to ensure the effective and efficient operation of the local government at both levels.
Regarding the supplement to the regulation on authorizing the leaders of commune-level public administrative service centers to sign and certify documents, the Ministry of Justice has issued Document No. 4158 on guiding some problems in the field of certification.
In particular, the Ministry of Justice has instructed the Chairman of the Commune People's Committee to authorize the heads of other professional agencies, administrative organizations, and civil servants under the Commune People's Committee to perform a number of tasks as prescribed in Clause 2, Article 5 of Decree No. 23/2015; Clause 1, Article 1 of Decree No. 07/2025.
