According to the Department of Information and Communications of Thanh Hoa on February 12, the Ministry of Information and Communications has just announced the provincial digital transformation (DTI) rankings in 2023 based on three main pillars: Digital Government, Digital Economy and Digital Society.
Accordingly, the coastal city of Da Nang leads this ranking for the fourth time, and leads in all three pillars of Digital Government, Digital Economy and Digital Society.
Following Da Nang is Ho Chi Minh City. This is also the second year that the country's largest city has held the runner-up position in the rankings.
Hanoi entered the Top 10 for the first time in the provincial digital transformation rankings, ranking 6th out of 63 provinces and cities with good growth in the Digital Economy thanks to the convergence of favorable factors in human resources and science and technology level.
The Top 10 most successful digital transformation localities this year also include Thua Thien Hue, Lang Son, Can Tho, Binh Duong, Hai Phong, Bac Giang and Ba Ria – Vung Tau. Most of these localities have had quite high digital transformation rankings in recent years.
Thanh Hoa province ranked 11th in the DTI index with 3 main pillars achieving fairly even rankings, Digital Government ranked 9th, Digital Economy and Digital Society both ranked 8th nationwide. Previously, according to the ranking report assessing the level of digital transformation in 2022 announced by the Ministry of Information and Communications, Thanh Hoa province ranked 15th out of 63 provinces and cities.
The Provincial Digital Transformation Ranking has been implemented by the Ministry of Information and Communications since 2020 to monitor and evaluate the digital transformation results of localities. So far, it has been announced four times.
The provincial digital transformation index is structured around three pillars: Digital Government, Digital Economy and Digital Society. Each pillar consists of seven main indicators, including an assessment index on perception transformation, an assessment index on institutional development, an assessment index on digital infrastructure and platform development, an assessment index on digital information and data, an assessment index on digital transformation activities, an assessment index on cybersecurity, and an assessment index on training and human resource development. Each main index has different component indicators and each component index has criteria.
The provincial digital transformation assessment scale is 1,000, divided into 3 pillars at the rate of 400 points for Digital Government, 300 points for Digital Economy and 300 points for Digital Society.
