Accordingly, this Decree stipulates the support level for people who work in charge of digital transformation, safety and network security according to the job position approved by competent agencies and persons.
The decree applies to people who work in charge of digital transformation and safety, including: cadres, civil servants and public employees in charge of job -in charge of information technology (including: Industry Information technology, application of information technology, digital conversion); network information security or information security; Electronic transactions in accordance with the regulations on the position of professional use and specialized job positions of the competent authority.
People working in charge of digital transformation, safety and network security, including: officers and non -commissioned officers; Officers and non -commissioned technical officers of the People's Police; Professional officers, military personnel, defense officers of the People's Army; Cipher workers of the People's Army are paid salaries from the state budget, serving at the army according to the job position.
The objects specified in Clauses 1 and 2 of this Article collectively call the specialized work.
At the draft, the Ministry of Home Affairs proposes the following support level: The person working in charge according to the job position is entitled to the support level of 5 million VND/month.
The time is not included in the support level, including: The time of non -paid leave for 1 (one) month or more.
Time to leave social insurance in accordance with the law on social insurance.
Time of detention, temporary detention, suspension of work or suspension of work from 1 (one) month or more.
The time is assigned by the competent authority to work on business trips, study and work without directly doing the continuous specialized task of 1 (one) month or more.
The funding source to implement the support level specified in this Decree is guaranteed by the state budget according to the current budget decentralization.
Agencies and people competent to approve the Project on job placement shall specify the job position of the specialized work at the agency, organization or unit managed by themselves as a basis. implement the support level as prescribed in this Decree.
The Minister of Defense, the Minister of Public Security shall base on the functions, tasks and provisions of the law on job location, promulgating specific regulations to determine the specialized task person in the field Management assignment to comply with the level of support as prescribed in this Decree.
Ministers, heads of ministerial -level agencies, heads of government -attached agencies, Chairman of People's Committees of provinces and centrally run cities are responsible for implementing this Decree.
