Increasing allowances for militia and self-defense commanders
According to Decree 16/2025 amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on the organization and construction of forces and regimes and policies for Militia and Self-Defense Forces as follows:
Commanders and Political Commissars of Commune-level Military Commands; Commanders, Political Commissars, Military Commands of Agencies and Organizations: 561,600 VND (currently 357,600 VND);
Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Political Commissar of the Battalion; Squadron Commander, Political Commissar of the Squadron; Squadron Commander, Political Commissar of the Mobile Militia Company: 514,800 VND (currently 327,800 VND);
Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Squadron Commander, Deputy Squadron Political Commissar; Deputy Squadron Commander, Permanent Deputy Political Commissar of the Militia; Deputy Squadron Commander, Deputy Political Commissar of the Mobile Self-Defense Militia Company: 491,400 VND (currently 312,900 VND);
Company commander, Company Political Commissar; Squadron Commander, Squadron Political Commissar; Mobile Militia Lieutenant, Permanent Militia Lieutenant: 468,000 VND (currently 298,000 VND);
Village team leader: 280,800 VND and receive an additional 100% allowance for the position of team leader when concurrently holding the position of on-site militia team leader, or 100% allowance for the position of platoon leader when concurrently holding the position of on-site militia team leader. In case the village organizes a militia group on site, it will receive an additional 100% of the position allowance of the platoon leader (currently the command position allowance for the Village team leader is 178,800 VND and an additional 29,800 VND when holding the position of platoon leader, or 35,760 VND when holding the position of platoon leader on site. In case the village only organizes local militia groups, it will receive an additional 29,800 VND).
Deputy Company Commander, Deputy Company Political Commissar; Deputy Squadron Commander, Deputy Squadron Political Commissar: 351,000 VND (currently 223,500 VND);
Lieutenant Commander; Permanent militia squad leader: 280,800 VND (currently 178,800 VND);
Squad Leader, Captain, and Squad Leader: 234,000 VND (currently 149,000 VND).
Decree No. 16/2025/ND-CP takes effect from March 23, 2025.
Standards and tasks for the title of Grade I nurse (from March 1, 2025)
On January 9, 2025, the Minister of Health issued Circular 02/2025/TT-BYT regulating codes and standards for professional titles of nurse, midwifery, and medical technician.
According to Article 4 of the Circular, the title of Grade I nurse has the following requirements:
1. tasks: Patient care: Preside over the implementation of nursing practice, deploy new techniques, organize emergency care, consultation, supervision and improve the quality of care.
Communication, consultation: Develop a plan, compile content, organize consultation on health care.
Professional management: Instructions on the use of medical equipment, direction of nursing facilities, epidemic prevention.
Training and research: Develop training programs, conduct scientific research, participate in conferences, and develop professional policies.
2. equations for qualifications and abilities: Have a level II specialist degree or a PhD in Nursing.
Have a certificate of training according to title standards or a certificate of practice in medical examination and treatment.
Understand health policies and guidelines; have the capacity to organize the implementation of nursing techniques and scientific research.
mastering information technology, using foreign languages or ethnic languages (if working in ethnic minority areas).
3. Conditions for promotion: Have at least 6 years of holding the title of Grade II nurse or equivalent, of which at least 1 year of holding the title of Grade II nurse shall be counted as at the time of promotion.
