Procedures for admission to military university and college training are regulated according to Decision 5519/QD-BQP dated October 31, 2025 of the Minister of National Defense announcing amended and supplemented administrative procedures in the field of military admission under the management of the Ministry of National Defense.
Implementation procedures:
Step 1. The registration feector directly declares the forms and application documents in the personal declaration section and submits them to the Military Admissions Committee at the commune level (for young people outside the Army), regimental level (for soldiers in active service).
Step 2. The Commune Admissions Committee organizes a preliminary health check-up; organizes political verification and sends the application to the Military Admissions Committee.
Step 3. The Provincial Military Admissions Committee will consider sending documents and lists of candidates to schools and report to the Military Admissions Committee of the Ministry of National Defense.
Step 4. Schools organize appraisal and approval of candidate applications; synthesize reports on the results of the application approval to the Military Admissions Committee of the Ministry of National Defense, notify localities of the results of the application approval before June 20 and send results to candidates who are eligible for admission before June 27 every year.

- Time to organize health check-ups for candidates registered for admission in 02 rounds:
+ Round 1: on the third week of April every year.
+ Round 1: on the second week of May every year.
- The Commune-level Military Admissions Committee reports the results of the review of the application to the Provincial Military Admissions Committee for appraisal and conclusion. Based on the appraisal results, the Provincial Military Admissions Committee shall notify the Commune Military Admissions Committee and report to the Ministry of National Defense Military Admissions Committee before June 20 every year. The Commune-level Military Admissions Committee announces the results of the preliminary admission review for candidates before June 27 every year. The Provincial Military Admissions Committee hands over the admission documents to schools before June 30 every year.

- Admission fee: 50,000 VND/project. For the preliminary admission of talented subjects, the fee is 120,000 VND/project (including all subjects).
- Admission registration fee: According to annual regulations of academies and schools.

Requirements and conditions for administrative procedures:
1. Political and ethical standards:
- Candidates voluntarily register to apply to join the Military School; when admitted, they must absolutely comply with the work assignment of the school and the Ministry of National Defense.
- Implement Circular No. 05/2019/TT-BQP dated January 16, 2019 of the Minister of National Defense regulating political standards for officers, professional soldiers, civil servants, workers and defense officials in the Vietnam People's Army and Circular No. 02/2023/TT-BQP dated January 12, 2023 of the Minister of National Defense regulating the subjects and training standards for officers of the Vietnam People's Army.
- Good moral qualities, being a member of the Communist Party of Vietnam or a member of the Ho Chi Minh Communist Youth Union.
- In case the candidate is a military officer, he/she must be assessed by competent authorities as having completed his/her tasks well during his/her military service.

2. Standards on cultural level, age
a) Cultural qualifications: As of the time of admission, graduated from high school (in the form of formal education or continuing education).
b) Age
- Military service members or demobilized citizens who have completed their service in the People's Public Security from 18 to 23 years old (as of the year of enlistment).
- Young people outside the Army from 17 to 21 years old (according to the year of admission).
3. Health standards
a) General standards: Selection of candidates (male and female) who meet Types 1 and 2 as prescribed in the implementation of Circular No. 105/2023/TT-BQP dated December 6, 2023 of the Minister of National Defense regulating health standards and health examinations for subjects under the management of the Ministry of National Defense (hereinafter referred to as Circular No. 105/2023/TT-BQP); Circular No. 106/2025/TT-BQP dated September 10, 2025 of the Minister of National Defense amending and supplementing a number of articles of Circular No. 105/2023/TT-BQP according to the following indicators: Physical strength (except for height, weight with separate regulations), eyes (except for nearsighted refractive errors with separate regulations), nose and mouth disease, maxillofacial diseases, neurology, psychology, dermatology, dermatology and occupational diseases for use as an additional standard for women's health classification (not for use as a separate standard);
b) Some specific standards for each subject, as follows:
- Admitted to candidates with surgical excess enteritis, achieving good results and candidates with kidney have 1 to 2 follicles, diamine from 0.5cm to less than 1cm, without compression of the renal facility.
- Schools training commanding officers, politics, logistics, including academies: Logistics, Air Defense - Air Force (Stab Command), Navy, Border Guard and officer schools: Army 1, Army 2, Politics, Artillery, Engineering, Armor, Information, Special Forces, room service:
+ Physical strength: BMI 30, < male contestants are 1.65m or older, weigh 50kg or more; female contestants (if any) must achieve a Score 1 as prescribed in Circular No. 105 (15.4m or higher, weighing 48kg or more) as prescribed in Circular No. 105/2023/TT-BQP.
+ Eye: No recruitment for candidates with myopia.
- Schools for training technical officers, including academies: Military Technology, Military Medicine, Military Science, Air Defense - Air Force (Aeroponic Engineering) and Military College Training System at the Air Force Officer School, Code Technical College, College of Information Technology, College of Defense Industry.
+ Physical strength: BMI 30, < Male contestants are 1.63 m or older, weigh 50 kg or more; female contestants (if any) must achieve a Score 1 as prescribed in Circular No. 105 (15.4 m or higher, weighing 48 kg or more).
+ Eye: Candidates (both male and female) with refractive errors of myopia not exceeding 3 places are admitted for examination, after glasses, vision testing achieves a Score 1 as prescribed in Circular No. 105 ( field of vision must reach 10/10; total vision of both eyes must reach 19/10 or more) and candidates with myopia from 3 places to 6 places have had stable surgery ( field of vision must reach 10/10; total vision of both eyes must reach 19/10 or more).
- Candidates with a permanent residence of 3 years or more in the island area 1 and an ethnic minority candidate, admitted to the following schools: Admitted to candidates (both male and female) with physical strength of 1 and 2 points as prescribed in Circular No. 105; in which male candidates must be 1.60 m or more tall, weigh 48 kg or more; female candidates must be 1.52 m or more tall, weigh 46 kg or more.
- Candidates who are ethnic minorities of 16 ethnic groups with very few people as prescribed in Clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017 of the Government on regulations on priority policies for enrollment and learning support for preschool children, students, and students of ethnic minorities with very few people (including ethnic groups: Cong, Mang, Pu Beo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chuc, O Du, brau, Ro Am, Lo Lo Lo, Lu, Than, La Hu) are admitted to schools that are admitted male candidates with a height of 1.58 m or more, weight of 46 kg or more; female candidates must reach a height of 1.52 m or more, weight of 44 kg or more; other standards for candidates are general ethnic minorities.
- Officers' training subjects of military branches and military branches, if selected for health care according to specific standards, must still ensure general standards.
- Admitted to training military pilots, officers of the Vietnamese Army
-Aeropatic search and rescue, Unmanned Aerial Equipment trained at the Air Force Officer School, only recruiting candidates who have been approved by the Air Defense Forces
- The Air Force organizes a health check-up, concluding that it is eligible for admission to military pilot training. Candidates have undergone two health check-ups for military pilot training by the Air Defense
- The Air Force will conduct a health check-up and determine that they are qualified, but will not have to undergo a health check-up when conducting a preliminary selection at the Military Command of a commune, ward, or special zone.
