The Ministry of Education and Training (MOET) has just posted a draft Circular amending and supplementing regulations on testing and evaluating primary and secondary school (CS) and high school (THPT) students to collect comments.
This regulation amends and supplements a number of articles of Circular No. 27/2020/TT-BGDĐT (Circular No. 27) regulating the assessment of primary school students and Circular No. 22/2021/TT-BGDĐT (Circular No. 22) regulating the assessment of secondary and high school students in order to improve policies, ensure synchronization between student assessment work and new legal regulations, digital transformation requirements of the sector and the two-level local government organization model.
Organize periodic checks in computer form
The draft Circular for the first time allows schools to organize periodic inspections and assessments using computer tests. This form is implemented when schools meet the conditions on facilities, information technology infrastructure, inspection and evaluation software and operating human resources according to the guidance of the Ministry of Education and Training.
The school must notify students and parents in advance of the test format and technical requirements. The test results on the computer have the same legal value as paper papers.
The draft notes that schools must prepare contingency plans when technical incidents occur (organize a re-examination or switch to paper form within 7 working days) and make reasonable adjustments so that disabled students can still access this form of examination or be switched to a suitable form.
Using digital transcripts
If Circular 27 and Circular 22 mainly regulate the management, recording, and receipt of school records in the traditional form, the draft amendment unifies the use of digital school records in recording, updating and managing student assessment results.
For primary schools, the student's annual assessment records include digital school records and a summary of the class's education assessment results. The principal is responsible for directing the acceptance and handover of education results, assessment records and digital school records data, ensuring complete, accurate, timely information and consistency with the school's management data.
At the high school level, the draft supplements regulations to clarify the use of digital school records; requirements such as writing with pen, red ink correction, signing and direct stamping are only applied to paper school records during the transition period. The updating, editing, digital signing, issuance, storage, exploitation and use of digital school records are implemented according to the regulations of the Ministry of Education and Training.
Flexibility in evaluating and recording students' progress
The draft stipulates more specifically the assessment of disabled students in both primary and secondary school. The overarching principle is to assess based on the individual education plan and the progress of the student themselves, not to compare with other students. The assessment content may include training and learning results and the content of specialized skills education if any.
The draft stipulates that for 9th and 12th grade students, the inspection and re-evaluation of training and learning results during the summer vacation are arranged flexibly in terms of time, without affecting the enrollment progress and ensuring the right to study of students at the next level of education.
