Mr. Vo Thanh Huy graduated from Hue University of Sciences, majoring in Physics in 2010 and has a level 1 and level 2 teaching certificate issued by Da Nang University of Education in 2010.
Mr. Huy has spent several years teaching at several private schools in Ho Chi Minh City. Recently, he took part in the recruitment exam for high school physics teachers at the Department of Education and Training of Binh Dinh province, but when reviewing his application, he was informed that his teaching certificate was invalid because the certificate was for intermediate vocational teachers.
Mr. Huy requested the provincial Department of Education and Training to review Official Dispatch No. 336/BGDDT-NGCBQLGD of the Ministry of Education and Training, but the Department still did not accept his teaching certificate.
Mr. Huy asked: "Is it true that the Department of Education and Training of Binh Dinh province did not accept my application? Is the 2010 level 1 and 2 teaching certificate issued by Da Nang University of Education for primary, secondary, high school or vocational college teachers?
Is the above teaching certificate still valid for civil servant recruitment? If the above certificate is invalid or no longer valid, what type of certificate do I need to study to teach at junior high and high school levels?
The Ministry of Education and Training responded to this issue as follows:
On January 27, 2022, the Ministry of Education and Training issued Official Dispatch No. 336/BGDDT-NGCBQLGD on a number of contents related to standard training levels and pedagogical certificates.
In particular, the Ministry of Education and Training proposed that localities accept the types of pedagogical certificates that training and fostering institutions have issued to teachers before May 22, 2021 (including pedagogical certificates of level 1 and 2), but only apply to teachers who have participated in teaching and education contracts at general education institutions.
Currently, to participate in recruitment, teachers with a bachelor's degree in a non-teacher training field must have a certificate of pedagogical training according to the provisions of Circular No. 12/2021/TT-BGDDT dated April 5, 2021 of the Minister of Education and Training promulgating the Pedagogical Training Program for people with a bachelor's degree in a relevant field who wish to become secondary and high school teachers (effective from May 22, 2021).
