Ms. Nguyen Yen (Ho Chi Minh City) is a secondary school teacher, currently holding old grade II (V.07.04.11), with sufficient standards for achievements and degrees. In 2021, her school considered transferring old grade II teachers to new grade II, but because she did not have enough 9 years of holding the old grade, she was not appointed.
In September 2025, Ms. Yen had completed 9 years of holding the old rank, so she submitted 2 sets of dossiers including a promotion dossier for grade 3 (coefficient 3.0 of the old grade II, and seniority decision) and a dossier for transfer to a new grade II.
Ms. Yen asked, when you have enough degrees, achievements, and more than 9 years of seniority, will you be transferred from old grade II to new grade II? How long will it take to receive applications and feedback?
Regarding this issue, the Ministry of Education and Training answers as follows:
The appointment of secondary school teacher professional titles is carried out according to the provisions of Article 7 of Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 8, Article 3 of Circular No. 08/2023/TT-BGDDT. Accordingly:
Appointment to the professional title of Secondary School Teacher of Grade II (code number V.07.04.31) for Secondary School Teacher of Grade II (code number V.07.04.11) with a total time holding the professional title of Secondary School Teacher of Grade III (code number V.07.04.12) and Grade II (code number V.07.04.11) or equivalent to sufficient from 09 (nine) years or more (excluding probation period)" (point b, clause 1).
At the same time, Clause 1, Article 9 of Circular No. 03/2021/TT-BGDDT has been amended and supplemented in Clause 9, Article 3 of Circular No. 08/2023/TT-BGDDT stipulating:
In case secondary school teachers do not meet the conditions to be appointed to the vocational title of secondary school teacher specified in this Circular, they shall continue to maintain the rank, code and salary coefficient of the vocational title of secondary school teacher currently ranked according to Joint Circular No. 22/2015/TTLT-BGDDT-BNV, when meeting the sufficient conditions as prescribed in Article 7 of this Circular, they will be appointed to the corresponding vocational title of secondary school teacher without having to go through an exam or consideration for promotion to a professional title.
Thus, if Ms. Nguyen Yen has met the conditions for holding the rank mentioned above, she will be appointed by competent authorities to the professional title of Secondary School Teacher rank II (code number V.07.04.31).
