Concluding the 51st session of the National Assembly Standing Committee on the afternoon of November 5, National Assembly Chairman Tran Thanh Man highly appreciated the preparation work of the Ministry of Education and Training as well as the inspection report of the Committee on Culture and Education on the draft Resolution of the National Assembly stipulating specific mechanisms on a number of policies and guidelines in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
At the 10th session, the National Assembly will consider and approve three draft laws: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended) and National Target Program on modernization and improvement of education and training quality for the period 20262035.

Therefore, the National Assembly Chairman noted that when drafting Resolution 71, it is necessary to carefully review to ensure consistency, feasibility, and avoid duplication of mechanisms and policies stipulated in the above draft laws.
To ensure the feasibility of the policy, the National Assembly Chairman suggested that the Ministry of Finance coordinate with relevant agencies to assess the budget impact, research, and propose specific mechanisms and policies to attract social resources to invest in education and training.

In addition, it is necessary to prioritize the use of surplus headquarters and state facilities after the merger of provinces and cities for educational purposes. This is in line with the direction of the Politburo, the National Assembly and the Government - prioritizing education, health care and entertainment space for young people and the elderly.
"We recommend that localities review and carefully calculate this matter" - the National Assembly Chairman dat the requirement.
Regarding the content, the National Assembly Chairman also suggested that the Drafting Committee focus on, streamline, and clarify a number of truly specific and outstanding mechanisms and policies, clearly demonstrating the spirit of "breakthrough" in education and training of the resolution.
The National Assembly Chairman requested clarification of the legal status, organizational structure, and model of the Vocational Skills Council in key areas to avoid similarities with school councils and similar shortcomings.
Regarding the pilot of making English the second language in schools, the National Assembly Chairman suggested careful consideration and at the same time suggested paying attention to developing other foreign languages such as French, Chinese, Lao, and Khmer to suit the requirements of regional cooperation and exchange.
Regarding digital transformation and the development of science - technology, innovation in education and training, the National Assembly Chairman proposed to study more specific regulations on improving digital capacity; allocating sufficient resources to invest in facilities and technology infrastructure to serve digital transformation, popularize the application of technology in management; organize educational and training activities.
However, the National Assembly Chairman also noted the use of artificial intelligence (AI) in learning to avoid the situation of students being dependent, reducing their creativity and thinking ability.
"To what extent is digital transformation, digitalization, and digital capacity building in schools? I request the Ministry of Education and Training to coordinate with the Ministry of Science and Technology to carefully study this content" - the National Assembly Chairman raised the issue.
Regarding preferential policies and investment in education, the National Assembly Chairman said that it is advisable to only regulate specific contents that have not been adjusted by current law, while adding outstanding mechanisms to attract social investment, allowing higher education institutions to freely decide on preferential policies and payments for lecturers and scientists.
Regarding decentralization and delegation of authority, National Assembly Chairman Tran Thanh Man agreed to assign the Chairman of the People's Committee at the commune level to mobilize and rotate teachers within the scope of management and authorize educational institutions in recruiting and receiving teachers and school staff if they meet the prescribed conditions and abilities.
However, he said that decentralization is necessary but there should be specific instructions, because at the commune level, professional capacity is currently limited. Along with that, it must be associated with training and fostering cadres.
The National Assembly Chairman also proposed expanding the socialization policy in education, gradually reducing dependence on the state budget. There needs to be an appropriate mechanism to attract private investors, ensuring the harmony of interests between the state and enterprises, such as successful methods in some key areas and projects in recent times.
"I agree with the issuance of this resolution, but the proposal is concise, clear, truly specific and feasible" - the National Assembly Chairman emphasized.
