The Ministry of Education and Training (MOET) has just announced guidelines on priority policies in university admissions in 2025.
According to the Ministry's instructions, for high-level educational institutions due to changes in administrative boundaries, relocation or changes in administrative levels and policies leading to changes in regional priority levels, each period will enjoy different priority levels, the educational institution will be assigned a different educational institution code along with an appropriate regional priority level.
Candidates will base on their time studying at a high school to choose and fill in the correct educational institution code according to the stages to receive the correct priority level by area.
The Ministry provides specific instructions through specific examples:
Nguyen Dinh Lien High School was established in 2013 in Cam Huy Commune, Cam Xuyen District, Ha Tinh Province under KV2-NT, and since 2014, the school has been transferred to Cam Duong Commune, Cam Xuyen District, Ha Tinh Province under KV1.
This school will be assigned 2 different codes: Code 068 - assigned to the school from 2013 onwards; Code 053 - assigned to the school from 2014 to present. If candidates study at this school from 2013 to 2015, grade 10 will be coded as 068, grade 11 and grade 12 will be coded as 053.
Documents to receive priority according to subjects
Candidates must declare on the system to manage the exam for permanent residence of over 18 months in area 1 or, and permanent residence of over 18 months in a commune with special difficulties during high school or intermediate school (List of disadvantaged communes, communes with special difficulties prescribed by the Ministry of Education and Training).
Candidates download evidence to receive priority according to the provisions of Appendix IX to the System.
Candidates must present the original documents for comparison by training institutions when completing the admission procedures.

Training institutions download evidence of regional priority and priority subjects on the System for inspection, review and storage according to regulations.
According to the Ministry of Education and Training, the regulation on "excellent experience consideration scores" in the regulations is understood as a condition (Quality assurance level) for candidates to register for admission to training institutions for teacher training and health sector with a practice license.
Training facilities cannot be used as a basis for direct admission (the Regulations on high school graduation exams stipulate that "exam scores" include both regional priority points and priority subjects, the priority level is not the same as the priority level in the Admission Regulations).
To avoid the candidate getting a priority point twice, if the training institution uses a "excellent score" for admission, it must deduct the priority points that have been included in the "excellent score" before then adding priority according to the provisions of the Admission Regulations for admission.
