The Ministry of Education and Training proposes 4 policies on popularizing preschool education for children aged 3 to 5, including policies to attract and recruit preschool teachers.

The Ministry of Education and Training (MOET) is seeking opinions on a draft Decree detailing the implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on popularizing preschool education for children aged 3 to 5.

The draft Decree is built on the view that the state is responsible for investing and mobilizing social resources to develop preschool education, creating opportunities for preschool children to access quality preschool education.

Therefore, the Ministry of Education and Training proposes 4 policies on popularizing preschool education for children aged 3 to 5 as follows:

Policy 1: Invest in developing a network of schools, classrooms, teaching equipment, developing a team to meet the requirements of universal preschool education for children from 3 to 5 years old

In particular, increasing resources from the central budget and local budgets to invest in facilities; prioritizing investment in resources to develop a network of preschools, facilities, teaching equipment, equipment, toys to ensure the implementation of the task of popularizing preschool education for children from 3 to 5 years old.

Arrange land funds to build preschool education facilities in the local land use plan; ensure sufficient schools, facilities, teaching equipment according to regulations to meet the school attendance needs of children from 3 to 5 years old...

Policy 2: Prioritize the development of preschool education in communes with particularly difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority and mountainous areas, border areas, islands, beaches, coastal areas, densely populated areas, areas with industrial parks, clusters, export processing zones

Prioritize investment in central and local funding from programs and projects to ensure that by 2030, 100% of public preschools in communes with particularly difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority areas in mountainous areas, border areas, islands, coastal areas, densely populated areas, areas with industrial parks, clusters, export processing zones with enough schools, ensuring 1 classroom/kindergarten class.

100% of classrooms are solid, with enough functional rooms, kindergarten libraries, enough outdoor toys, classroom toys and teaching equipment according to regulations.

Public preschools in communes of region III, region II, region I, communes with particularly disadvantaged villages in ethnic minority and mountainous areas, communes with particularly disadvantaged areas in coastal areas, coastal areas and islands according to the regulations of competent authorities, with children from 3 to 5 years old and boarding students, are supported with money to buy school supplies and personal items of VND 1,350,000/child from 3 to 5 years old and boarding school year, support for boarding, electricity and water services...

Policy 3: Policy for children aged 3 to 5

Supplement the subjects of preschool children from 3 to 5 years old studying at private and non-public preschools that have been licensed to be established and operate in accordance with regulations with a father or mother or a legal caregiver or guardian of children who are workers or employees working in industrial parks that are supported for study costs by enterprises under labor contracts according to regulations.

Each child aged 3 to 5 years who are eligible for tuition support is 150,000 VND per month and is entitled to no more than 9 months/school year.

Increase the level of lunch support compared to current regulations for preschool children from 3 to 5 years old. Each child aged 3 to 5 years who are eligible for support is supported with VND 360,000 per month and is entitled to no more than 9 months/school year.

Policy 4: Policy on recruitment for preschool teachers and staff

The Ministry of Education and Training proposes a subsidy to attract the recruitment of preschool teachers at public preschools who are newly recruited from the 2025-2026 school year, committed to working at preschools and being recruited for at least 5 years; enjoy a policy to attract at least 1 year of basic salary.

Monthly allowances for employees working at public preschools working in areas with particularly difficult socio-economic conditions who are responsible for popularizing preschool education for children aged 3 to 5 years old who have 15 days/month or more in the month to go to villages, hamlets, hamlets, or hamlets; are entitled to support funds of VND 960,000/month (support fees not used to calculate social insurance contributions and benefits).

The draft proposes to apply to contract employees in the staffing quota and those during the probationary period.
