Mr. Trung Hau (Can Tho) asked, since when has Circular No. 05/2025/TT-BGDDT regulating the working regime for general education teachers and university preparatory teachers been applied?
Mr. Hau's school has teachers on postpartum leave, he has to teach instead. The Principal said that the Circular does not apply to the 2024-2025 school year, so the scale is listed as 37 weeks, he has to skip 38 teaching sessions instead, which is very disadvantageous. Mr. Hau requested competent authorities to have specific guidance.
Regarding this issue, the Ministry of Education and Training said that on March 7, 2025, the Ministry of Education and Training issued Circular No. 05/2025/TT-BGDĐT regulating the working regime of general education and university preparatory teachers.
Accordingly, from the date this Circular takes effect (April 22, 2025), the teaching time norm in a school year for teachers is calculated by multiplying the average teaching time norm in 1 week by the number of teaching weeks (in which, the number of teaching weeks does not include the number of spare weeks).
According to the provisions of point a, clause 1, Article 5 of Circular No. 05/2025/TT-BGDĐT, the number of teaching weeks is 37 weeks (including 35 weeks of actual teaching and 2 weeks of reserve).
Therefore, the number of teaching weeks to calculate the total number of extra classes in the 2024-2025 school year to pay overtime salaries for secondary school teachers is 35 weeks.
