According to the Can Tho Electronic Information Portal, the Office of the City People's Committee has just issued Official Letter No. 708/VPUB-NC, implementing the Official Letter of the Ministry of Education and Training (MOET) on the arrangement of civil servants to work at specialized agencies under the People's Committees at the provincial and commune levels in the field of education and training.
The Chairman of the City People's Committee assigned specialized agencies under the City People's Committee, People's Committees of communes and wards to organize the implementation. The Department of Home Affairs is the unit that presides over and coordinates with the Department of Education and Training, relevant agencies and units and the People's Committees of communes and wards to monitor, urge and guide.

The synthesis of the situation and assessment of difficulties will be carried out periodically or according to task requirements, ensuring accurate reflection of local implementation practices and timely consultation with the City People's Committee to report to competent authorities for consideration and resolution.
Previously, on July 22, the Ministry of Education and Training issued an Official Dispatch on the arrangement of civil servants to work at specialized agencies under the People's Committees at the provincial and commune levels in the field of education and training after reorganizing administrative units according to the 2-level local government model.
Accordingly, the Ministry of Education and Training requires the People's Committees of provinces and centrally run cities to allocate appropriately the payroll between the provincial and commune levels according to functions, tasks and job positions. The arrangement of cadres, civil servants and public employees must meet practical requirements, especially at the commune level, where the 2-level local government model is directly operated.
The Ministry of Education and Training emphasizes the principle of not interrupting professional work; ensuring the maintenance of normal, smooth and effective operations in education management at the grassroots level.
The People's Committees of provinces and cities will develop training plans and foster skills for civil servants in education, especially in digital technology, modern administrative management skills and administrative communication. In addition, organize professional training, update knowledge on human resource management, evaluate staff and regulate laws on education to improve capacity and quality of the team. The priority subjects that need support are teams in remote areas, communes and islands, where there are limitations in infrastructure for performing public duties.
