However, they are still "stuck" in the third division and have not been considered for promotion to the second division. Meanwhile, many colleagues in the same province have been promoted early. That leads to a paradox of having a Grade III teacher but instructing a Grade II teacher in the excellent teacher exam.
The delay in considering promotion has seriously affected our legitimate rights to salary, allowances, planning and management positions, the reflection said.

In the next promotion review, the department has also recently submitted a project to the Department of Home Affairs. However, according to his understanding, through the review of the Department of Home Affairs, it is currently being stopped due to the imminence of the draft Law on Civil Servants.
According to the new draft Law on Civil Servants, there is no longer a teacher classification. Therefore, if we continue to set targets and consider promotion, it will no longer be suitable when the new Law is about to be issued.

However, the implementation of the recent promotion review was slow and did not meet the requirements due to the impact of district mergers, and was later abolished at the district level.
Mr. Linh also shared that the National Assembly is about to pass a new Law on Civil Servants, and the new Law will have changes. Therefore, the consideration of teacher promotion in Ha Tinh will now wait for the new Law to be implemented in accordance with the new regulations.
