Clause 1, Article 7 of Decree 238/2025/ND-CP stipulates the principles for determining tuition fees for public educational institutions as follows:

The tuition fee is determined according to the principle of cost compensation, accumulated according to the provisions of the Law on Prices and the roadmap for calculating sufficient costs suitable for each level of education, socio-economic conditions of each residential area, growth rate of consumer price index, annual economic growth rate.

For training programs of public higher education institutions that meet the quality assessment of training programs according to standards prescribed by the Ministry of Education and Training or meet the quality assessment of training programs according to international standards or equivalent, higher education institutions are allowed to determine the tuition fee collection level of that program on the basis of the economic - technical norms issued by the educational institution, and publicly explain to learners and society.

Thus, the tuition fee of public schools is established according to the above principle.
