Mr. Tran Van Lam (Nghe An) works at a commune agricultural cooperative, has had a work accident, and is a regular worker accident beneficiary with a rate of 34% reduction in working capacity.
Mr. Lam's children are students this year, and have completed their application for tuition compensation and sent it to the local department in charge. However, the officer who received the answer said that his children were not entitled to the benefits because they were not children of cadres, civil servants, public employees, or workers. Mr. Lam asked, if my child is eligible for tuition reduction?

The Ministry of Education and Training responds to this issue as follows:
On September 3, 2025, the Government issued Decree No. 238/2025/ND-CP replacing Decree No. 81/2021/ND-CP dated August 27, 2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies for exemption, reduction of tuition fees, support for learning costs; service prices in the field of education and training.
Accordingly, Clause 2, Article 16 of Decree No. 238/2025/ND-CP stipulates subjects eligible for a 50% tuition reduction: "Students and students in vocational training institutions and higher education institutions whose father or mother has a work accident or a vocational disease are entitled to regular allowances".
The Ministry of Education and Training recommends that Mr. Tran Van Lam compare with the above regulations, if he meets the conditions, his children will enjoy a policy of 50% tuition reduction.
