Deputy Prime Minister Le Thanh Long signed Decision No. 336/QD-TTg dated February 25, 2026 approving the Program "Supporting students to start businesses in the period 2026 - 2035" (program).
By 2030, 50% of high school students will be oriented towards entrepreneurship
The program sets specific goals in 2 phases: 2026 - 2030 and 2031 - 2035.
In the period 2026 - 2030, for general education institutions, 50% of high school students; 25% of secondary school students; 15% of primary school students are oriented to start a business.
35% of high school students; 15% of secondary school students; 10% of primary school students are equipped with knowledge, skills, and entrepreneurial thinking.
On average, every year, at least 5% of high school students and 2% of secondary school students participate in at least one startup project or activity organized by an educational institution or related agency or unit.
For training institutions, 100% of training institutions issue and publicize regulations to support student entrepreneurship on the information portal; 100% of training institutions provide student entrepreneurship support services with minimum services according to the regulations of the Ministry of Education and Training. 85% of students complete the entrepreneurship module or participate in at least 1 entrepreneurship skills course.

The number of new startup students is at least 50/10,000 full-time students per year. For key training institutions, it is at least 100/10,000 students.
Annually, at least 40% of training institutions maintain and implement startup incubation programs for students.
At least 20% of training institutions have 20 student startup projects incubated each year, 50% of projects complete incubation and reach the market threshold. For key training institutions, at least 50 student startup projects are incubated each year, 50% of projects complete incubation and reach the market threshold.
In the period from 2026 - 2030, strive to have at least 40 startup projects of teachers and learners invested or connected with capital sources each year; in the period from 2031 - 2035, strive to have at least 70 projects each year.
In the period 2031 - 2035, for general education institutions, the Program sets a target of 65% of high school students; 35% of secondary school students; 20% of primary school students are oriented towards starting a business.

To achieve the above goals, the Program sets out tasks and implementation solutions such as: Completing mechanisms and policies to support startups; strengthening the connection of subjects in the startup ecosystem, improving the effectiveness of communication and international cooperation; innovating program content, promoting training to promote startup culture; investing in infrastructure and facilities to support the startup ecosystem in educational institutions; diversifying capital sources for startup programs and projects.
Piloting the "business in training institutions" model
In which, the Research Program builds and pilots the model of "business in training institutions", start-up businesses, and spin-off businesses associated with a controlled testing mechanism (sandbox).
Research, develop, and promulgate guidelines on startup support in educational institutions; set of criteria for evaluating creative startup training institutions and evaluating the quality of services to support student startups; criteria for evaluating creative startup activities in the education sector of localities; organize pilot ranking, periodic evaluation and announce results on the industry's digital platform.
