Catatus in scientific research activities
In the context of rapidly changing the world and increasingly fierce competition, science and technology innovation are no longer an option but a mandatory path if Vietnam wants to make a breakthrough. This is also the reason why Resolution No. 57-NQ/TW (Resolution 57) on the development of science and technology for innovation and national digital transformation was issued.
From the perspective of a scientist, Dr. Trinh Thanh Trung, Director of the Institute of microbiology and Biotechnology (Hanoi National University) commented that Resolution 57 is a strong push to promote science, technology and innovation according to international standards.
The Resolution has provided an open approach, creative application, and allowed piloting new practical issues; accepting risks, risky investments and delays in scientific research, technology development, innovation, etc.
We believe that when bottlenecks are removed, science and technology will no longer be a backing factor but can truly become a driving force for national development - Dr. Trung emphasized.
Need a real race
Prof. Dr. Mai Thanh Phong - Principal of the University of Technology, Ho Chi Minh City National University - affirmed that Resolution 57 of the Politburo is a great opportunity for the school and its teaching staff.
In the race to put Resolution 57 into practice, Hanoi University of Science and Technology clearly identified 3 key directions that have been, are being implemented and further promoted in the coming time, including: Research and development of science and technology, especially in key areas, strategic aspects mentioned in Resolution such as: Semiconductor Technology, Artificial Intelligence, Internet of Things, New materials...; Training human resources; Deploying start-ups and innovation in students (since 2010).
"Resolution 57 is a boost to create momentum for the school to continue the tradition, the results have been achieved. From there, the breakthrough will bring Ho Chi Minh City University of Technology to new heights - Professor Mai Thanh Phong shared.
According to Associate Professor, Dr. Nguyen Dang Tinh, Deputy Director of the University of Water Resources Branch, for Resolution 57-NQ/TW to truly be an opportunity for each higher education institution, the school must first have a basic foundation in science and technology.
Citing evidence, Mr. Tinh said that although it is still quite young compared to nearly 80 years of establishment and development of the Vietnamese irrigation industry, the University of Irrigation Branch has affirmed its position as a high-quality human resource training, scientific research and technology transfer to the Southern region.
The University of Water Resources Branch also clearly identifies the direction in the coming time, need to create a scientific research environment among students by organizing start-up activities in an organized manner, supporting students in their career guidance associated with scientific research, arousing passion for research, etc.
The strength of the Branch is cooperation in training and technology transfer to neighboring areas, especially in training to improve local expertise according to orders from Tay Ninh or technology transfer topics in Can Tho City, Binh Thuan, Ba Ria - Vung Tau, Ho Chi Minh City. Resolution 57 has set out solutions in the process of developing science and technology. For the policies of the resolution to truly come into life, it is necessary for policies to be concretized so that the grassroots have a basis for implementation" - Mr. Tinh said.
Strengthening policies to encourage and support scientific research, innovation and creativity
In addition to Resolution 57, the draft Law on Science, Technology (amended) and Innovation is expected by scientists and professionals to create confidence and legal support for scientists to feel secure in researching.
At the meeting of the National Assembly Standing Committee on the morning of June 9, on the explanation, acceptance and revision of the draft Law on Science, Technology (amended) and Innovation, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that Resolution 57 - NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation must be expressed in the Law on Science, Technology (amended) and innovation.
The National Assembly Chairman suggested "strengthening incentive and support policies. If it is not enough or not complete, it must be fully supplemented after this meeting. At the same time, focus on protecting national interests and the interests of the people. Refer to international experience and domestic practice to amend the law, not to be outdated compared to the world situation".
