Ms. An has a bachelor's degree in English Language, a certificate in pedagogical skills, a certificate in CEFR B2, and a certificate in professional training in Education, Life values, and Life Skills.
Ms. An asked, is it allowed to teach English speaking, communication skills and life skills to primary school students, using a separate curriculum (not using general education textbooks) or not?
The Ministry of Education and Training responds to this issue as follows:
The concept of extra teaching and learning has been clearly stipulated in Clause 1, Article 2 of Circular 29/2024/TT-BGDDT, accordingly "Extra teaching and learning is an additional teaching activity outside the time limit prescribed in the educational plan for subjects and educational activities (hereinafter referred to as subjects) in the General Education Program, the Continuing Education Program at the junior high school level, and the Continuing Education Program at the high school level issued by the Minister of Education and Training".
Therefore, Ms. An's organization of teaching English subjects outside of the General Education Program is not subject to regulation and is subject to Circular No. 29/2024/TT-BGDDT.
