Recently, there have been many questions from teachers sent to the Ministry of Education and Training (MOET) regarding questions about promotion of professional titles, including a question from Ms. Nguyen Thi Khuong.
Ms. Guong graduated from the Faculty of History, University of Social Sciences and Humanities in 2007, with a level 1 pedagogical certificate.
In August 2008, Ms. Guong was officially recruited as a teacher at a high school. In 2016, she was appointed to the professional title of Grade III High School Teacher (code V.07.05.15).

Ms. Guong asked, is her certificate eligible for promotion to Grade II (code V.07.05.15)?
The Ministry of Education and Training responds to this issue as follows:
The training standards for high school teachers grade II (code V.07.05.14) are stipulated in Point a, Clause 3, Article 4 of Circular No. 04/2021/TT-BGDDT as follows:
"a) Have a bachelor's degree or higher in teacher training for high school teachers.
In case there are not enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a suitable major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training".
In addition, Clause 8, Article 5 of Circular No. 08/2023/TT-BGDDT stipulates:
"In case a general education teacher has a bachelor's degree in a suitable major and a secondary school or college in a pedagogical major or a general education teacher has a bachelor's degree in a suitable major and a pedagogical certificate issued by a training and fostering institution before May 22, 2021, it will be determined to have a bachelor's degree in a suitable major and a certificate of pedagogical training of the level of education being taught according to the program issued by the Minister of Education and Training".
Therefore, if Ms. Khuong is a high school teacher in History, has a university degree in History and a level 1 pedagogical certificate issued by Hanoi School for the Training of Education Cadres before May 22, 2021 (level 2007) then she is determined to have a bachelor's degree in a suitable major and a certificate of pedagogical training at the high school level according to the program issued by the Minister of Education and Training, that is, meeting the standards on the training qualifications of high school teachers grade II (code V.07.05.14).
Request to continue reviewing and evaluating teacher promotion
The Ministry of Education and Training has just issued Official Letter 8268/BGDDT-NGCBQLGD to the People's Committees of provinces and centrally run cities, requesting to continue reviewing and implementing the appointment and promotion of teachers' professional titles.
In particular, the Ministry noted that it does not require Grade III teachers to complete 9 years of university training; In actual job positions, they do not require foreign language or IT certificates, but do not require teachers to have foreign language or IT certificates.
