Mr. Pham Thanh Tuan is a senior lecturer, working at the Political School, holding the position of Head of Department. In 2024, Mr. Tuan participated in a non-concentrating training class.
According to the provisions of Instruction No. 1, lecturers participating in training classes are allowed to reduce teaching hours. Mr. Tuan asked, in your case, is the reduction in teaching hours calculated on the teaching hours for Department Heads (about 72 hours/year) or is it calculated on the total teaching hours for main lecturers (about 290 hours/year)?
The Ministry of Education and Training responds to this issue as follows:
Currently, the working regime of lecturers at training and fostering institutions for cadres, civil servants and public employees is stipulated in Circular No. 03/2023/TT-BNV.

Accordingly, the main lecturer implements the standard hours of 290 standard hours/school year (this standard hours can be 15% higher or lower than the standard hours prescribed and the Head of the training and development institution shall specify the standard hours for each lecturer, in accordance with the actual situation of the unit).
As stated, Mr. Pham Thanh Tuan is a lecturer appointed to the position of leader and manager (Department Head), teaching according to the standard hours range from 25% - 30% of the standard hours corresponding to the professional title of main lecturer as stipulated in Circular No. 03/2023/TT-BNV.
Circular No. 03/2023/TT-BNV does not regulate the reduction of standard teaching hours for lecturers participating in training classes. Furthermore, according to the above presentation, he did not clearly state Instruction No. 1. Therefore, there is not enough basis to determine the reduction of standard teaching hours for lecturers participating in training classes.
