The Ministry of Education and Training said that this proposal was made to improve the quality of doctoral training.
According to the Ministry of Education and Training, the results of doctoral training are not only in the training program, scientific research staff, research topics... but also in time and financial support, scholarships.

According to statistics from the Ministry of Education and Training, the annual doctoral enrollment target is about 5,000 - 7,000, however, in 2022-2023 and 2023-2024, it will not be recruited more than 50%, in 2024-2025, it will only be recruited about 57%.
Currently, postgraduate students still have to pay tuition fees and fees depending on the regulations of each school. In particular, the tuition ceiling prescribed by the Government for a doctoral training level is 2.5 times the ceiling for university tuition.
"This is an important step forward for students to feel secure in their studies and complete their doctoral thesis. This also creates scholarship competition with domestic and foreign graduate students, attracting international students to study and research at universities in Vietnam" - the Ministry of Education and Training said.
At the National Assembly's discussion session on November 20, delegate Hoang Van Cuong (Hanoi delegation) supported the policy of granting scholarships and supporting tuition fees and living expenses for full-time doctoral training so that students can focus on studying and research associated with priority scientific research tasks at the national level.
The delegate said that with the above policy, each doctoral student can get a very good research work. However, each doctoral thesis will be a small, disjointed piece, not a final completed product put into use.
Therefore, delegate Hoang Van Cuong proposed that the State should provide funding and assign key research tasks to doctoral training institutions and doctoral training institutions to select graduate students in accordance with the ability to perform each part of the research work that the institution is required to solve the tasks ordered by the State.
"That research unit will pay scholarships and tuition fees to students, not from the State," he said.
Sharing the same view, delegate Nguyen Thi Tuyet Nga (Quang Tri delegation) also said that the proposal to award scholarships for doctors is a breakthrough policy, bringing many positive meanings.
However, the delegate also expressed concern that the resolution dossier does not have telling numbers, clear resources, specific mechanisms and roadmaps for implementation.
"Therefore, although I have high expectations, I am also very concerned about the difficulties and problems when implementing in practice" - the delegate said.
