The Ministry of Education and Training (MOET) guides the merger of preschools, general education and continuing education institutions within the commune level, prioritizing the retention of schools with good facilities, convenient transportation and concentrated population, and dissolving subsidized schools that do not meet standards. The Ministry requires not merging kindergartens with general schools, ensuring that each commune has at least one primary, primary and secondary school, and prioritizing the model of a multi-level general school in sparsely populated areas.
For continuing education institutions, the Ministry proposes to arrange and merge centers in the same area at the commune level, ensuring that each commune has a community learning center. At the same time, the Ministry requires the reasonable arrangement of the team of cadres, teachers and staff according to the job position plan, ensuring balance of levels of education and not reducing the quality or effectiveness of education.
