New direction of the Ministry of Education and Training on merging general schools

The Ministry of Education and Training (MOET) guides the merger of preschools, general education and continuing education institutions within the commune level, prioritizing the retention of schools with good facilities, convenient transportation and concentrated population, and dissolving subsidized schools that do not meet standards. The Ministry requires not merging kindergartens with general schools, ensuring that each commune has at least one primary, primary and secondary school, and prioritizing the model of a multi-level general school in sparsely populated areas.

For continuing education institutions, the Ministry proposes to arrange and merge centers in the same area at the commune level, ensuring that each commune has a community learning center. At the same time, the Ministry requires the reasonable arrangement of the team of cadres, teachers and staff according to the job position plan, ensuring balance of levels of education and not reducing the quality or effectiveness of education.

The Ministry also emphasized the need to prepare facilities and budgets for the main school before receiving students from a separate location, taking advantage of surplus land funds to develop education, and at the same time complying with the principle of not reducing students' access to education, not merging if the gap is too long or traffic conditions are difficult, ensuring democracy and transparency in the implementation process. The most serious disciplinary action for students is to write reviews, there are still concerns

From October 31, 2025, the Ministry of Education and Training has officially eliminated disciplinary measures such as suspension, school attendance or general school warnings. The highest disciplinary action for students who violate the law is to just write self-review documents with the confirmation and commitment of the family, express a humane point of view and focus on education and behavior adjustment.

However, many teachers expressed concern about this regulation because the new form of discipline lacks deterrent power, making it difficult to handle cases of students who re-offend, seriously violate or cause disorder. Mr. Dinh Phu Cuong - Principal of Nguyen Van Luong Secondary School (Binh Phu Ward) shared: "As a teacher, I strongly share the humane viewpoint of the Ministry. However, in reality, this regulation causes many difficulties for teachers. Currently, students are given many rights, while their obligations are not clear. Some parents who violate their children do not cooperate, even cover up, leading to teachers being almost helpless". See more...
