Ministry of Education and Training refutes information distorting the content of History - Geography textbooks
The Ministry of Education and Training warns about false and distorted information spreading on social networks related to the content of the History - Geography textbook for grade 5 (set "Connecting Knowledge with Life"), causing misunderstanding, anxiety and public confusion. Among them is false information that the textbook only teaches about Nguyen Anh without mentioning Quang Trung and the Tay Son movement.

The Ministry of Education and Training affirmed that the content about Quang Trung and the Tay Son movement is fully and systematically taught at many levels of education from secondary to high school; while the content about Nguyen and Nguyen Anh's family is arranged in accordance with historical progress, program objectives and age psychological characteristics. Ministry of Education and Training proposes new regulations on teacher transfer and relocation
The Ministry of Education and Training is seeking opinions on the draft Decree guiding the Law on Teachers, which clarifies the authority to transfer teachers according to the new local government model. According to the draft, the Chairman of the Commune-level People's Committee has the authority to transfer teachers and management officials at public educational institutions under its management; the Director of the Department of Education and Training transfers for institutions with inter-communal scope or at the provincial level. For vocational education, public universities and schools belonging to the armed forces, the transfer is decided by the directly managing agency or the managing ministry.
The draft also specifies the groups of subjects that may be transferred, including: teachers in the planning area or who have been appointed to manage; teachers working in difficult areas for 3 years; teachers with good professional capacity and experience; and teachers who are redundant when rearranging the school network. Clearly identifying subjects aims to limit rampant, unfounded transfers and create a transparent legal basis.
Regarding regimes and policies, the draft stipulates the preservation of position allowances for leading and managing teachers when transferred to positions with lower allowances; other regimes are enjoyed according to the destination but are preserved if they are enjoying higher benefits. The transfer must be based on needs, with the consensus of the destination and suitable to the job position, in order to stabilize the psychology of teachers, reduce complaints and help the education sector proactively arrange effective staff. Many years of excellently completing tasks, teachers are still waiting for promotion consideration
A primary school teacher in Hanoi reflected that despite having many achievements such as 4 years of excellently completing tasks, winning the title of excellent teacher and having many recognized initiatives, he has not yet been considered for promotion to professional titles. This teacher was once appointed as a secondary school teacher in 2017, then in 2021 was transferred to grade III due to lack of certificates, and then completed and was granted a grade II certificate in the same year.
Answering this question, the Ministry of Education and Training cited Official Dispatch 4306/2023 and related circulars, affirming that when appointing or transferring teachers' professional titles according to new regulations, no training certificate is required; however, if teachers need to consider or take promotion exams to a higher rank immediately preceding, they are required to have a certificate according to corresponding professional title standards.

According to current regulations, teachers who want to be appointed to the title of grade II primary school teacher must have a total time holding grade III and grade II (or equivalent) from 9 years or more, not including probationary time. If they meet the conditions for time and evidentiary documents, teachers need to send the dossier to the principal to request the competent authority to consider and decide on the appointment according to regulations.
