Increase youth support, give teachers incentives, and make preschools popular for children aged 3-5
Minister of Education and Training Nguyen Kim Son authorized the Prime Minister to present the draft Resolution of the National Assembly on popularizing preschool education for children aged 3-5 years. Currently, the country has more than 5.1 million preschool children, of which more than 4.5 million preschool children are cared for at nearly 33,000 educational institutions. The rate of kindergarten mobilization reached 93.6%, but many children aged 3-4 years, especially in disadvantaged areas, have not yet accessed preschool education.

This situation shows the difference in learning opportunities and limitations in facilities, teaching staff, and policy mechanisms. The current Education Law only regulates pho thonglization for 5-year-old children. Meanwhile, Resolution 42-NQ/TW and Conclusion 91-KL/TW aim to popularize children from 3 years old by 2030, so the issuance of a separate National Assembly resolution is urgent.
The draft resolution stipulates many support policies: investing in facilities, increasing incentives for teachers, ensuring operating expenses for public schools, prioritizing disadvantaged areas and encouraging the socialization of preschool education. Salary and income table for preschool teachers when their allowances are increased
The Ministry of Education and Training is soliciting opinions on the Draft Decree on preferential allowances according to occupations for civil servants and employees in public educational institutions. The draft proposes to increase the preferential allowance for preschool teachers from 35% to 45% in favorable areas; 60% in ethnic minority, mountainous, island, border areas; and the highest is 80% for particularly disadvantaged areas.
The new policy aims to accurately reflect the nature of the arduous work, pressure and characteristics of the preschool teacher profession, especially in disadvantaged areas.
