Ms. Pham Thi Truc Giang (Ca Mau) graduated with a degree in computer science. In 2014, she was recruited for a position as a clerk at a secondary school, code 01a.003. In 2022, she graduated from the University of Information Technology, applied to transfer from staff to teacher, but the Department of Home Affairs said she could not transfer.

According to the Department of Home Affairs, Ms. Giang must study a certificate of clerical and archival nghiệp vụ (professional skills) to transfer to the clerical rank, and must be promoted to a professional title from clerical with college salary to university to be eligible to transfer to the teacher rank.

At the time she proposed, Article 32 of the Law on Public Employees No. 58/2010/QH12 amended and supplemented by Law No. 52/2019/QH14 stipulated: "When a public non-business unit has a need, a public employee may be transferred to a new job position if they meet the professional and nghiệp vụ standards of that job position...".

In recent days, many parents in Da Nang have had to run through many bookstores, collecting each missing textbook (SGK) for their children. Some points of sale have just opened and announced that they are out of books, some places only have individual books, not enough sets.

At Nam Tra My High School (mountainous commune of Nam Tra My, Da Nang), while the source of books has not kept up, the school has to photocopy thousands of textbooks to distribute free of charge, as temporary use materials for students.

This reality takes place in the context that Da Nang has an educational security policy expected to significantly reduce the pressure of buying books at the beginning of the school year.

According to Resolution 51/NQ-HDND dated July 31, 2026, Da Nang allocates funds to provide free common textbooks for students from the 2026-2027 school year to the end of the 2028-2029 school year (3 years before the Central Government's policy). The total estimated cost is more than 143.8 billion VND.
